Guide enterprises to look up compliance level on Customs Portal

By looking up the compliance level on the Customs Portal, enterprises will identify their compliance level and minimise problems.
The customs information system will automatically assess the compliance level of the firm according to five levels.
Thus, when enterprise looks up the compliance level on the system, it will return results per the following principles:
Compliance level (from 2 to 5) reflects the compliance level of the enterprise at the time of the search.
Compliance reasons: the system will show a higher level of compliance and criteria that the enterprise has failed to meet for level 3, level 4; present the compliance level and the assessment criteria for enterprise ranked level 5. For level 2, the system does not present the reason for compliance as well as the criteria.
Specifically, compliance level 1 is the enterprises recognised as prioritised firms according to the Circular No. 72/2015 dated May 12, 2015 of the Ministry of Finance.
Compliance level 2, the system will not give “Reason for compliance”.
Compliance level 3, the system will show “Reason for compliance” which is the criteria of “Compliance Level 2” that the firm does not meet.
Compliance level 4, the system will display “Reason for compliance” which is the criteria of “Compliance Level 2” and “Compliance Level 3” that the business does not meet.
Compliance level 5, the system will display "Reason for compliance" which is the criteria that the enterprise does not meet according to the provisions in Appendix V issued under Circular 81/2019 of the Ministry of Finance.

If there are problems when looking up the results of compliance assessment, the firm can send questions to customs departments in cities and provinces where the enterprises are headquartered or customs department where the enterprises open customs declaration and the Compliance Management Division (Risk Management Department under the General Department of Customs).
Clause 4, Article 12, Circular No. 81/2019 stipulates: The Customs authority support Customs declarants to improve their compliance level through the application on the Customs Portal as below: a) Look up the results of the assessment of compliance with the law and the reasons for the assessment; b) Exchange information to access the compliance with law and reflect problems and recommendations related to the assessment of the compliance If the application on the Customs Portal does not meet the technical requirements, the information shall be done in document form. |
