Effective in advising against drug crimes

As a specialized force, taking the lead in advising the whole industry and directly fighting against drug crimes according to the functions, tasks and powers of the Customs force, over the past time, the Anti-Smuggling Investigation Department has proactively, actively and effectively performed many important tasks in the field of drug prevention and combat in general and the fight against drug trafficking in particular. Since then, contributed to promoting and improving the effectiveness of the drug prevention work of the Customs Force in response to the requirements of tasks and the increasing transnational illegal drug trafficking and transportation activities with many complicated developments.

In this article, we focus more deeply on the advisory role of the Anti-Smuggling Investigation Department. Although "silent" after the victories, it is undeniable that the consulting work has made an important contribution to the overall achievements on the drug crime prevention front of the Customs sector.

Timely and effective advice

Over the past time, the Anti-Smuggling Investigation Department has chaired and advised leaders at all levels to effectively implement the work of document development and lead and direct the drug prevention and control of the Customs sector in the direction of always following the Party's guidelines, policies and legal provisions on drug prevention closely.

Since then, promulgating, focusing on organizing the serious and quality implementation of the guidance and dissemination of legal documents on drug prevention, the professional process of drug prevention and the professional handbook on drug prevention and control of the Customs sector.

Develop and systematically implement the anti-drug plans from the central to local levels in phases, thematic plans to strengthen the control of drugs and precursors of the Customs sector. Pay attention to and promote the implementation of professional guidance and warning for units and specialized forces for drug prevention in the industry.

The Anti-Smuggling Investigation Department has also seriously and effectively implemented reporting and statistics, exchanging, reviewing, analyzing and evaluating information and data to serve the anti-drug work effectively.

Notably, from 2022 up to now, the General Department of Customs has paid special attention to and promoted the thorough understanding and exchange of experiences on typical successful cases in the field of drug and precursor control throughout the industry to popularize and replicate good models and successful ways of doing things.

Develop plans to fight against drug crimes

Another outstanding result is that the Anti-Smuggling Investigation Department has actively researched, reviewed, analyzed and assessed the situation and trends of drug crimes. From there, assume the prime responsibility for, and coordinate with relevant units inside and outside the industry to strengthen the implementation of professional measures and combat plans to prevent, detect, and promptly and effectively handle such activities, criminals trading, and illegally transporting drugs across the border.

Specifically, leaders at all levels in the Customs sector drastically directed and organized the synchronous and effective implementation of professional measures and developed and organized a plan to fight against drug crimes in a timely, confidential manner, meeting professional requirements.

In drug prevention, always uphold the leadership role of Party committees at all levels, the responsibility of the head of the unit. At the same time, raising awareness of the whole industry in drug prevention.

In drug prevention and combat, thoroughly implement strictly and strictly according to regulations and procedures for reporting, information exchange and professional coordination within and outside the industry, domestically and internationally.

With the close and drastic direction of the leaders of the General Department of Customs, the Anti-Smuggling Investigation Department has done a good job of forecasting the situation and advising the leaders of the General Department to issue or directly issue timely documents warning about the methods and tricks of the crime of illegally trading and transporting narcotics across the border.

It can be said that through customs inspection, supervision and control combined with the synchronous application of professional measures, the fight against drug crimes in the Customs sector has made remarkable changes, especially presiding over and coordinating to dismantle many large-scale transnational drug crime lines, arresting many subjects, each year seizing from a few hundred kilograms to more than 1 ton of drugs of all kinds.

The recent struggle results show that the number of drug cases chaired by the Customs and coordinated with functional forces has increased significantly year after year.

The methods and tricks of criminals are increasingly sophisticated and complex. The subjects are equipped and ready to use hot tools and weapons to fight back fiercely; take advantage of achievements of science and technology; loopholes and openness in regulations and policies to commit crimes at all steps, causing great difficulties for functional forces.

In most cases and drug cases carried out by the Customs in the past, there is always active basic coordination between the specialized forces, typically, and the core is the Drug Crime Investigation Police Department (C04-Ministry of Public Security).
