Dong Nai Customs: Effective revenue collection, thanks to good performance in business support

According to the Dong Nai Department of Statistics, in 2016, the price and quantity of exported goods to the world market dropped sharply. Specifically, the price of garments processing to foreign companies continued to decline by 2%-3% over the same period. At the same time, the key products of Dong Nai province such as garments, fibers, electronic products are under pressure to compete on price, quality and orders. These factors have had a significant impact on Dong Nai exports in 2016.

Accordingly, in the first 9 months of 2016, Dong Nai’s export turnover reached $US 11.354 billion, an increase of 8.24% compared to the same period in 2015. In 2016, Dong Nai’s export turnover is expected to reach nearly $US 15.196 billion, an increase of 7, 6% over the same period. About imports, in the first 9 months of 2016, enterprises in Dong Nai province imported $US 9.58 billion, a decrease of 0.9% over the same period, which is due to a sharp decrease of import prices over the same period.

In this context, from the beginning of 2016, the Dong Nai Department of Customs has implemented a series of measures to strive to achieve the target of revenue collection for 2016 of 14,500 billion vnd. In particular, reform in administrative procedures and business facilitation are always promoted. Specifically, the Dong Nai Department of Customs has organized three conference dialogues with enterprises in Japan, Korea and Taiwan in order to propagate and publicize legal documents and new policies to remove obstacles for businesses. Also, when the Law on export tax and import tax took effect, the Dong Nai Department of Customs organized a meeting to update the difficulties to report to the General Department of Vietnam Customs to seek solutions in a timely fashion. Along with that, the handling of obstacles through media channels, websites, especially DNA-Info system also continues to be carried out effectively.

From the beginning of 2016, the Dong Nai Department of Customs has also continued to implement a scheme on modernizing electronic budget collection among Taxation - Treasury – the Customs – he Finance and Commercial Banks with the VNACCS / VCIS system. Periodically, the Department implements assessment on the coordination with other agencies to ensure synchronization on the database, facilitating businesses and the Customs during the implementation of Customs procedures such as the declaration and payment of taxes. Customs post-clearance audits are also promoted on the basis of the full application of risk management techniques and information technology, to meet the requirements of the reform and modernization from Customs clearance inspections to Customs post-clearance audits.

In addition, the investment attraction to enterprises is also a focus. The Deputy Director of the Dong Nai Department of Customs, Mr. Nguyen Duong Hoai said, after enterprises register for investment at the Department of Planning and Investment, the Dong Nai Department of Customs will gather essential documents and actively guide businesses through administrative procedures.

With such solutions, to September 30, 2016, the total revenue of the Dong Nai Department of Customs reached 11,570 billion vnd, reaching 80% of the target in 2016, an increase of 22% compared to the same period in 2015. Mr. Hoai said that it was positive result because at the same time in previous years, the Department only achieved 70% of allocated revenue. Therefore, Mr. Hoai believed that the Department would accomplish its assigned tasks on revenue collection in 2016.

According to statistics of the Dong Nai Department of Customs, many items have positive growth on revenue collection. Particularly, machinery products for Vinh Tan thermal power project have increased by 1,170 billion vnd, textile materials have increased by 196 billion vnd. Similarly, sugar has increased by 92 billion vnd and electronic components have increased by 61 billion vnd. Tobacco materials, materials for manufacturing rubber products or spare parts, auxiliary parts for vehicles, and chemicals, etc also have a high growth rate.

According to Mr. Hoai, from now to the end of 2016, the Dong Nai Department of Customs continues to guide enterprises about the implementation of the Law on export tax and import tax, and the Import and Export Tax nomenclature which took effect from September 1, 2016. Specifically, the Dong Nai Department of Customs will continue to organize the dialogues to note the difficulties and problems to report to the General Department of Vietnam Customs. In addition, the Dong Nai Department of Customs focuses on collecting tax debts, temporary collection, not to incur bad debts and seeks solutions to accomplish the assigned tasks on revenue collection in 2016.
