Up to now, the project has implemented the first phase. Da Nang Customs Department expects the results ofthe project implementation tocreate a good image of customs officers as well as meeting the development orientation of the agency in the period of reform, modernization and international integration.

Build a contingent of effective civil servants

Talking with reporters from Customs Newspaper, Director of Da Nang Customs Department, Guo Dang Hoa, said that the specific characteristics of the unit in the tourist city and the image of customs officials plays an important role in attracting investment and tourism, as well as contributing to developing the city in security and safety. Especially, in the context of import-export turnover and traffic volume, passengers passing through Da Nang international airport area are increasing, requiring customs officials to improve the capacity and efficiency of customs management. In particular, with the construction of a civilized, friendly and professional civil service enforcement culture, it is important to create a good image for customs officials.

In fact, in recent years, in order to meet the development requirements of the Customs sector in the context of international economic integration, and simultaneously perform local political tasks, contributing to attracting investment and development. Da Nang Customs Department continuously promotes administrative reform, modernizes customs, implements electronic customs procedures, and facilitates import and export, investment and tourism activities. At the same time, ensure the state management of customs in the area. According to the statistics, on average, the annual number of transactions and import-export goods increased from 4percent to 10 percent, the number of transport vehicles and passengersthrough immigration increased from 37 percent to 52 percent.

According to Danang Customs Department, in order to contribute to the successful implementation of the task of building and developing Danang city under the Political Bureau's Resolution 43-NQ / TN, setting an urgent requirement for the unit to implement the scheme "Customs Smile" in the Customs Branch of Da Nang International Airport. Accordingly, Da Nang Customs Department will deploy a number of specific solutions such as perfecting the process and professional guidance at Da Nang international airport; improve the capacity and efficiency of customs inspection, supervision and control in airports; create favorable conditions and support import-export enterprises and passengers in implementing customs procedures; consolidating the tasks assigned to the units; building a contingent of civilized, friendly, professional and effective civil servants; enhance the coordination with agencies and units operating in the area of ​​Da Nang international airport. Thereby, the capacity and effectiveness of customs inspection, supervision and control in Da Nang international airport will be improved; developing human resources associated with building a culture of civilized, friendly and professional civil service of the customs officers; perfecting the material facilities and equipment necessary for customs activities; improve the quality and efficiency of the coordination between customs offices and state management agencies in their localities.

Bring the project to life

According to Director Quach Dang Hoa, up to now, Da Nang Customs Department is implementing Phase 1 of the project, it is expected that phase 1 will be completed in November 2019. Many tasks have been gradually completed by the unit such as: completing specific procedures and professional instructions at ​​Danang International Airport. Review and assess the status of organization of activities in the chain of professional processes in the Customs Sub-department of Da Nang international airport. To adjust and perfect the organization of professional activities at positions in the chain of professional processes in the area of ​​the branch, to ensure the connection, coordination; promote the application of modern equipment and techniques and apply risk management in customs inspection, supervision and control operations.

“In particular, the unit will reorganize the command center to run customs inspection, supervision and control activities at the central supervision room of the airport Customs. This center will carry out comprehensive supervision in the area of ​​customs operations; coordinate direct supervision activities and the implementation of procedures, inspection, supervision and customs control at positions in the airport customs area; at the same time, arrange a direct surveillance force in key areas and locations. In addition, the unit is also developing and issuing professional procedures on customs procedures, inspection, supervision and control in accordance with the specific conditions in the area of ​​Da Nang international airport, details in each stage of operation, which enhances the application of modern equipment, application of risk management, ensuring no vacant areas," Mr. Quach Dang Hoa said.

In addition to the measures to ensure the management, Da Nang Customs Department has gradually implemented activities to create favorable conditions and support import-export enterprises in carrying out customs procedures at the international airport. Organize training courses to guide customs management policies for enterprises in the area; issue leaflets guiding customs procedures for import and export passengers; put up tables and instructions at each working position of the customs office such as: at the customs procedures counter, in front of the passenger-flow gateways, at the hand luggage checkers and the VAT refund counters. Withpractical solutions, import-export enterprises and immigration passengers have been guided, supported and provided withfavorable conditions to grasp the regulations as well as solving customs procedures, clearance of goods and luggage quickly; handle arising problems promptly. At the same time, the Da Nang Customs Department is developing and issuing a Code of Conduct for Civil Works applying to civil servants, employees and employees of Customs Branch of the international airport of Da Nang in the course of its official duties. According to Mr. Quach Dang Hoa, the set of rules stipulating standards on acts, attitudes, words, cultural and civil behaviors of officials on duty will be the handbook for customs officials to train and building a civilized, friendly, professional and effective civil service team.
