VCN – This is an important content in the Regulation on inspection of public duty performance and handling of violations committed by Customs officers that has just been issued under Decision No. 2799/QD-TCHQ signed by Director General of Customs Nguyen Van Can on September 26th, 2018.

Decision No. 2799 specifies many acts of violations committed by Customs officers in the public duty performance and sanctions thereof

Recently, Customs has promulgated some regulations on rules and disciplines, contributing to fight against troubles, harassment, negativity and corruption of Customs officers. However, to date, these regulations have revealed certain shortcomings, so there should be appropriate additions. With the objective of fighting against troubles, harassment, negativity and corruption, and eliminating the unresponsive and irresponsible attitude in the duty performance for people and enterprises.

At the same time, basing on summarizing and inheriting the current documents and practical requirements, Customs has developed and promulgated the Regulation on inspection of public duty performance and handling of violations committed by Customs officers.

The important objectives set by the Customs in this Regulation are to prevent troubles, harassment, negativity and corruption; to raise the sense of responsibility of customs officers in the public duty performance, and to make the handling of violations committed by Customs officers transparent.

This Regulation also concretizes the provisions of law, ensures the convenience for the implementation, and enhances the effectiveness, efficiency, rules, disciplines and anti-negativity in the Customs sector. Customs officers will be more aware of compliance and more professional in the performance of their duties, and actions that they are not allowed to do.

Compared to previous documents, this Regulation has some notable new features such as determining more than 300 acts of violations and sanctions thereof from reminding, criticizing to disciplining and dismissing, including the inspection procedures in the public duty performance.

VCN - The General Department of Customs is determined not to stop or postpone the development of ...

Particularly, Chapter 3 of the Regulation stipulates in detail each act of violations committed by Customs officers from posture, behavior and attitude to Customs operations. Accordingly, depending on the nature and level, the Regulation also provides sanctions for each corresponding violation.
