Customs Department of Ba Ria – Vung Tau: Detect, prevent banned goods in border gate.

Newly-establishment enterprise is being charged with “smuggling”.

Mr. Nguyen Van Danh, Director of Customs Department of Cai Mep, said that this unit is completing the case file to prosecute a criminal enterprise for smuggling. However, through inspections, the customs agency has continued to discover that this enterprise has imported 3 containers of goods banned from the Cai Mep port. These goods are expected to be made procedures for transferring to the Binh Phuoc and Hiep Phuoc port - Ho Chi Minh City to make clearance procedures.

It is known that in the early 2017, the Customs Department of Cai Mep port checked and detected Phuc Loc Thinh Trading Service Import Export Co., Ltd (Address at 01 / 5A27, Binh Dang, Binh Hoa Binh town, Thuan An district, Binh Duong province) imported a container full of used air conditioners, are on the list of prohibited import but declared as imported used machinery. Through investigation of the case, in September 2017, the Customs Department of Ba Ria - Vung Tau Province has prosecuted the criminal case for "smuggling" related to this container related to prohibited import goods of Phuc Loc Thinh Trading Import Export Company Limited.

On October 19, 2017, at the Cai Mep-Vung Tau port, the Customs Department of Cai Mep port collaborated with the functional forces of Customs Department of BR-VT, Risk Management Department - General Department of Customs, C74- Ministry of Public Security; PC 46 - BR-VT Provincial Police to carry out the inspection of 3 containers of imported goods of Phuc Loc Thinh Import Export Trading Service Co., Ltd, detecting 3 containers are full of used air conditioners (over 1,200 sets ) – are on the list of goods prohibited to import.

According to our understanding, Phuc Loc Thinh Co., Ltd has been licensed by the Department of Planning and Investment of Binh Duong Province since February 2017, right after being granted a license for several months, Phuc Loc Thinh Trading and Import-Export Co., Ltd. has implemented the "business trick" by transporting refrigerated electrical goods banned from importing to Cai Mep port for transshipping to some southern areas. However, the behaviour of this company was detected and prevented immediately at the Cai Mep port.

Prevent infringing goods from the border gates

Management of Thi Vai - Cai Mep, Phu My ports... has a large volume of goods transported from port to port. In recent years, the Customs Department of Ba Ria - Vung Tau has had many effective solutions in managing and detecting and preventing dozens of containers of import goods banned. According to the Customs Department of BR-VT, in the first 9 months of 2017, this unit discovered and made reports on 209 cases violating the customs law. Especially, at Cai Mep - Thi Vai port, the Customs Department of Cai Mep port has coordinated with the anti-smuggling forces of the Department and some functional units to detect and prevent more than a dozen smuggling cases with the number of prohibited goods seized of over 20 containers.

So far, Customs Department Ba Ria-Vung Tau has completed criminal records of 4 cases of smuggling occurring at Cai Mep port and transferred the file to the competent investigation police agency. It is known that the Customs Department of BR-VT is continuing to verify and extend to some serious violations of customs law.

In the meeting with the General Director of Customs Nguyen Van Can recently, leaders of the Customs Department BR-VT said that they are urgently carrying out the Project on monitoring import-export goods in the port in the area to enhance the effectiveness of monitoring and management of import-export goods. Leaders of the Customs Department BR-VT said that the supervision project gave the license for goods entering and leaving the port for port management and business enterprises, while reducing the role of customs supervision directly, as well as strengthening the risk management, information analysis for management and anti-smuggling of Customs agencies.

In order to implement effectively this project, the Customs Department of Ba Ria - Vung Tau proposes to strengthen monitoring by technical means for border gate units such as camera system, container scanning machine... In addition, having strict coordination, delimitation of liability between the port enterprises and the customs that is clear in the monitoring of the Green Line shipments, because it is likely to be exploited for smuggling, trade fraud activities.
