Customs and Taxation: Enhance the efficiency of coordination through electronic data exchange

The conference was aimed at implementing Decision 2413 / QD-BTC dated 23 November 2017 of the Minister of Finance on the exchange of information and coordination of work between the Customs and tax authorities chaired by the Deputy Director General of Vietnam Customs, Mr. Hoang Viet Cuong and the Deputy Director General of Taxation Mr. Nguyen Dai Tri on 6 March 2018.

According to the Deputy Director General of Vietnam Customs, Mr. Hoang Viet Cuong, Decision 2413 / QD-BTC dated 23 November 2017 is an important basis for Customs offices and tax agencies to exchange information, effective in Customs management, while meeting the requirements of enterprise management, creating favourable conditions for enterprises, towards modernizing information management and automatic processing of information data for Customs management and tax administration.

"It is important to change the coordination between Customs and tax authorities as well the supply and exchange of information between the two units", the Deputy Director General, Mr. Hoang Viet Cuong emphasized.

According to the Deputy Director General of Taxation, Mr. Nguyen Dai Tri, the amount of information on management of enterprises in the Taxation and Customs is very large. Both sectors are facing the need to electronize management, so the provision of accurate information is very important, requiring the exchange as well as innovating thought in how to coordinate the two sectors together to have a unified database and the most effective management.

At the conference, the leaders of Vietnam Customs and Taxation of provinces and cities all said that the same discussion to implement was good and would enhance efficiency. A lot of comments have been put forward in the coordination of both units in the coming time.

The Deputy Director of Ho Chi Minh City Customs Department, Mr. Nguyen Huu Nghiep said that both Customs and tax authorities had the advantage of modern management information technology. Therefore, in the coming time, Customs offices and tax offices can coordinate with each other in monitoring the operation of enterprises, monitoring the status of tax debts of enterprises to avoid tax debts in Customs. Accordingly, as for this situation, the tax offices will not refund the VAT, enterprises with tax code closed by the local tax office can not open Customs declaration. In order to do this content, Customs and Taxation should change application in information technology.

In addition, the Deputy Director of Ho Chi Minh City Customs Department also introduced some contents that Customs and Tax authorities would jointly implement if there was a good coordination, such as the tax settlement for exporting and processing enterprises; combination in post-clearance audit by the customs and tax inspectorate or information management in anti-transfer pricing.

Concurrent with the point of Ho Chi Minh City Customs Department, the Deputy Director of Hai Phong Customs Department, Mr. Nguyen Kien Giang said that in the coordination, exchange of information between the Customs and tax authorities, the information technology should be paid close attention. Accordingly, it should be electronically coordinated, rather than written communication, with electronic data, except cases of tax coercion.

Commenting at the conference, the Taxation agencies said that the coordination between the Customs and tax agencies was not effective. In fact, the tax office can only see the information of the Customs office but it can not produce the data to serve the tax assessment and evaluation.

Implementing the new coordination regulations, the tax authorities will set up focal points for coordination, speeding up and adjusting data in the system; develop regulations on the use of information systems, which stipulates responsibilities of civil servants in updating information fully and promptly.
