Complete many customs policies and big projects during Covid-19 pandemic

VCN - In the first quarter, besides deploying solutions to prevent and control the Covid-19 pandemic, the Customs sector still closely followed and implemented key tasks, including many policies and projects that were completed and submitted to competent authorities to approve.

Notably, the General Department of Vietnam Customs has finalised and submitted to competent authorities for approval the project on management of e-commerce activities for import and export goods; decree replaces Decree 127/2013/ND-CP and Decree 45/2016/ND-CP; decree guiding the temporary admission under the Istanbul Convention and Circular 13/2020/TT-BTC amending and supplementing several articles of Circular 13/2015/TT-BTC.

Urging to speed up the approval process for projects which are already submitted to the Government such as: decree amending and supplementing Decree 68/2016/ND-CP; decree amending and supplementing Decree 167/2016/ND-CP; decree on goods in transit under the ASEAN-ACTS transit system.

In the first quarter of 2020, the General Department of Vietnam Customs focused resources to build and complete the scheme on renovating the quality inspection model for import and export goods in accordance with the Government's spirit in Resolution No. 99/NQ-CP dated November 13, 2019 toward: Customs is the focal point of specialised inspection, responsible for the results of specialised inspection; carry out specialised inspection on the basis of standards and regulations promulgated by specialised ministries; subject to the inspection and examination of specialised ministries; the decision of the Customs authority is final and has the highest legal value; the specialised ministries promulgate lists of standards and regulations; conformity certification units should perform the inspection as the request of the Customs to ensure the feasibility, in accordance with the capacity of Customs authorities, law provisions and international practices.

In the second quarter of 2020, the work of policy and project development continued to be highly concentrated, urgently finalising and submitting to competent authorities for approval: decree replacing Decree 127/2013/ND-CP dated 15/10/2013 and Decree 45/2016/ND-CP dated May 26, 2016 of the Government; decision of the Prime Minister on promulgating the list of imported goods disallowed to be deposited in bonded warehouses.

In addition, the important circulars would also be completed such as a circular amending and supplementing Circular 38/2015/TT-BTC dated March 25, 2015 and Circular 39/2018/TT-BTC of the Ministry of Finance dated April 20, 2018; the circular replacing Circular 168/2011/TT-BTC dated November 21, 2011; a circular guiding the decree on sanctioning administrative violations and enforcing the implementation of administrative decisions in the field of customs and the pilot scheme of customs bond.

Coordinate, urge and accelerate the projects which are already submitted to the Government such as the decree amending and supplementing a number of articles of Decree 68/2016/ND-CP; the decree amending and supplementing a number of articles of Decree 167/2016/ND-CP and the scheme of the decree on goods in transit under the ASEAN-ACTS system.

Completing customs professional procedures to implement new legal documents such as the process of customs procedures of import and export goods are amended and supplemented process issued together with Decision 1966/QD-GDC dated July 10, 2015; manual of checking dossier and manual of physical inspection of goods.

Besides that, the General Department of Vietnam Customs continued to work with the specialised management ministries to revise legal documents on specialised inspection; narrow down and standardise the list of goods subject to specialised inspection; apply risk management, transferring from clearance inspection to post-clearance audit; review and reduce 50% of the items on the list of goods subject to specialised inspection.
