Accordingly, the GDVC directs units to coordinate with forwarders to obtain information on checked luggage of passengers on entry according to each flight and take measures to monitor, supervise and control luggage with suspicious signs.

Coordinate with the units managing concentrated isolation areas to get information about cases of carrying lots of luggage and carry out the inspection and supervision of luggage in case of luggage of passengers on entry in excess of tax-free quota or subject to the list of goods banned and restricted from imports.

If there have information that the municipal and provincial Steering Committees for Covid-19 pandemic control request transporting the luggage from the airport to the concentrated isolation area without checking the luggage via the scanner, the inspection for the luggage at the concentrated isolation area is required.

These measures of the Customs authority aim to ensure the customs management for luggage of passengers on entry.

Previously, management units at concentrated isolation areas said that recently, there are passengers on entry carrying large quantities of luggage and those in excess of tax-free quota but fail to implement customs declaration.

On March 2, while carrying out customs procedures for two packages of baggage of Do Thanh Son, born in 1982, Vietnamese citizen, Can Tho Seaport Customs Branch (under Can Tho Customs Department) detected a package with suspicious signs. The branch requested to conduct a physical inspection for these packages.

Through inspection, Can Tho Seaport Customs Branch have discovered 11 rhino horns, with a total weight of more than 28.7kg hidden in the luggage of Do Thanh Son.

This flight carried out entry procedures at Can Tho International Airport instead of Tan Son Nhat International Airport due to Covid-19 prevention.

After conducting verification of these illicit goods and completing the dossier, Can Tho Customs Department has transferred the dossier, goods and the suspect to the Investigation Police Department of Can Tho City Police for further investigation.

The Investigation Police Department of Can Tho City Police issued a decision to criminally prosecute Do Thanh Son, born in 1982, residing in Hanoi for violations of regulations on protection of endangered, precious and rare animals according to Article 244 of the Criminal Code.
