Changes in manifest declaration for imported goods

Changes in manifest declaration for imported goods
The General Department of Vietnam Customs held an online training session on the declaration, receipt, inspection and certification system of e-manifests for imported goods for customs departments of land border provinces and local enterprises in March 2023.

Comprehensively applying the system at land and inland waterway border gates

The General Department of Vietnam Customs has directed the Customs Control and Supervision Department (GDVC) to coordinate with the Customs Statistics and Informatics Department to develop and complete the System of declaration, receipt, inspection and confirmation of the e-manifest of imported goods and add a number of functions to support users as well as customs authorities to manage and supervise means of transport on entry, imported goods transported in and out of the border gate area.

The system has had outstanding advantages, facilitating enterprises in e-declaration, reducing customs clearance time, cost and human resources for firms and Customs.

The Customs and enterprises will implement the declaration in advance and confirmation for the imported goods entering land and inland waterway border gates on the System from April 20.

The owner and the operator of the means of transport, the person authorized by the owner of the means of transport (the goods owner or the customs broker authorized by the owner) must declare a manifest of imported goods before transporting goods into the Vietnamese territory via the System as follows:

The name and password of enterprises to log in to the System are the same as the login information to the VNACCS.

Reducing time and human resource

When the Manifest is declared online, there are some changes.

Previously, Customs had to check the paper manifest declared and submitted by enterprises and stamp on the receipt; then received and confirmed goods entering the border gate on the paper declaration.

The Customs assigned an officer to receive and another officer in charge of supervising at border gates to confirm the manifest and archive the paper dossier.

However, when making an electronic declaration, the system automatically receives, checks and returns the results to the declarant. The system also receives the manifest number/barcode. The search and certification are also implemented in the system. Only a Customs office in charge of supervising at the border gate to confirm that the manifest has been declared on the system and allow goods to enter the border gate. Especially, the Customs do not have to archive paper records.

The declarants must declare on the paper manifest at the border gate for the customs declarant. Then declarants must print the manifest and submit it to Customs to receive and confirm. If the declarants make a false declaration, they must re-print the manifest many times and archive the paper dossier.

However, when making e-declaration, the customs declarants can declare and submit at anywhere with an internet connection. The system automatically receives and returns the results to the customs declarant. The declarant only needs to use the results and provide the manifest number/barcode to the customs office to confirm the goods entering the border gate.

The declarant is completely proactive, saves information, declares, amendments and supplements before submitting to the system, do not has to print the manifest to submit to the Customs for certification. Especially customs declarants do not have to archive paper records.

The declaration, receipt, inspection and certification of the e-manifest of imported goods has contributed to preventing the transportation of banned goods, goods failing to meet quality and hygiene requirements into Vietnam. At the same time, it is possible to connect all stages in the chain of procedures, especially goods transported independently, thereby ensuring effective customs management. The transportation of goods into Vietnam with an unknown owner or importer has not been incurred.

In addition, the General Department of Customs may control and update vehicles and goods imported into the border gates in real time to take effective measures for adjustment and management; have sufficient information to assess the risk of imported consignments.
