Fraud of billions of dong from selling cars liquidated by Customs
According to An Giang Police, on Investigation Police Department, An Giang Police has prosecuted and executed a temporary detention order and a search warrant at the residence of Huynh Huu Tung Nhan (born in 1992, residing in Long Thi D hamlet, Long Thanh ward, Tan Chau town, An Giang province) to investigate the crime of “fraudulent appropriation of property”.
During the investigation, the police determined that Huynh Huu Tung Nhan introduced Tran Thi My Thu (born in 1994, residing in Vinh Long province) to buy liquidated vehicles from the Customs, including motorbikes and cars.
After being introduced by Nhan, Thu agreed to buy. From February 2020 to February 19, 2023, Thu transferred money to Nhan many times to buy the vehicles, worth over VND1.79 billion.
In fact, Nhan did not buy or sell cars and motorbikes from the Customs. After receiving the money, Nhan gave many different reasons for not delivering the car to Thu as promised and appropriated VND1.79 billion.
Using the same method, Nhan appropriated overVND 235 million from Dinh Van Che (born in 1991, residing in An Phu district, An Giang province) and VND145 million from Luu Chi Dai (born in 1996, residing in Phu Tan district, An Giang province). Huynh Huu Tung Nhan defrauded over VND2 billion from three victims.
On August 29, the victims reported Nhan’s violation to An Giang Investigation Police Department.
Impersonating Customs officer to sell liquidated vehicles
In addition to the tricks, some suspects also impersonated Customs officers to fraudulently sell liquidated vehicles. At the end of August 2024, the Investigation Police Department, Bac Giang Provincial Police issued a Decision to prosecute the case and issue a Detention Order against Chu Thi Hang (born in 1983, residing in Trinh Nhi village, An Ninh commune, Tien Hai district, Thai Binh province) for “fraudulent appropriation of property” prescribed in Clause 4, Article 174 of the Penal Code.
Earlier, the Criminal Police Department, Bac Giang Provincial Police detected a suspect for “fraudulent appropriation of property” by posting articles on social networks with the content of impersonating a Customs officer to buy liquidated cars with low price and then appropriated the deposit money of the buyer.
On August 15, in Ward 10, Go Vap District, Ho Chi Minh City, the Criminal Police Department investigated and arrested the suspect for “fraudulent appropriation of property”.
The investigation results determined that Chu Thi Hang was an unemployed subject and had a criminal record for “theft of property”.
In order to have money for personal expenses, Hang posted many articles on social networks such as Zalo and TikTok with the content of impersonating a warehouse manager of Ho Chi Minh City Customs Department and providing false information about buying cars with the price lower than the listed market.
To create the trust from buyers, Hang posted articles about successful car deliveries, giving thank-you gifts for customers and donating charity gifts to schools, charity houses, etc…
From June 2023 until her arrest, Chu Thi Hang appropriated deposits from many people with a total amount of more than VND4.6 billion. The Investigation Police Department continues to expand the investigation and strictly handle the case.
From the above cases, people need to be vigilant against sophisticated tricks to avoid losing money.
