Planning to prevent

At a press conference held by the Standing Office of the National Steering Committee 389 on July 30, Major General Dam Thanh The, Chief of the National Steering Committee 389, said online business is common but it has not been closely controlled, leading to counterfeit goods and low- quality goods, affecting consumer rights.

The Director General of Vietnam Directorate of Market Surveillance Tran Huu Linh said e-commerce is an advanced and modern activity. However, if competent agencies have not employed more drastic measures to control, this activity will cause trade fraud.

Linh said e-commerce is developing in Vietnam, thereby, shopping is very convenient.

“E-commerce transaction, buyers and sellers do not meet each other, the goods delivery on the way, buyers are not permitted see goods before payment, e-payment methods and problems related to tax, which will raise many problems,” Linh said.

Nguyen Nhu Quynh- Deputy Chief Inspector of the Ministry of Science and Technology said violations in e-commerce have increased significantly.

Quynh said that “during the inspection, the Ministry of Science and Technology discovered violations in this field increased in certain months. The number of intellectual property violations in e-commerce accounts for more than 50 percent of violations detected and handled by the Ministry”.

Facing violations in e-commerce, Chief of the National Steering Committee 389, Dam Thanh The said currently, agencies have taken measures to prevent this situation.

The National Steering Committee 389 has developed a plan to strengthen anti-smuggling, trade fraud and counterfeit goods in e-commerce.

Why does market surveillance force inspect many cases but only a few cases are handled?

At the press conference, the Customs news’ reporter asked Director General of Vietnam Directorate of Market Surveillance Linh about the efficiency of inspection conducted by the Market Surveillance force in the first six months of 2019, the force inspected 60,000 cases but it only detected more than 40,000 violation cases, why does the force not discover violation of over 20,000 cases ?

Linh said the inspection of the market surveillance force is not only for sanctioning, the effect of inspection is for prevention, although the inspection is conducted many times, the detection of violation is few.

Regarding the improvement of the organisational structure of the Vietnam Directorate of Market Surveillance, Linh said team leaders of divisions of 63 local Market Surveillance Departments have been completed.

Notably, there are 12 directors of local Market Surveillance Departments that have been appointed by the Ministry of Industry and Trade.

During the arrangement of organisational structure, some managers of Market Surveillance Branches have not meet requirements to be appointed directors, thereby, they are assigned as acting directors.

From now to the end of the year, the Vietnam Directorate of Market Surveillance will complete the personnel organisation for local Market Surveillance Departments.
