“4 losses and 4 gains” thanks to centralized customs management model in Mong Cai

Speaking at the online conference summarizing the work in 2018, deploying tasks in 2019 of the General Department of Vietnam Customs, Director of Quang Ninh Customs Department Bui Van Khang said that: A highlight in 2018 of the unit was the successful deployment of the model "centralized customs management and customs procedures" at Mong Cai Customs Branch.

"Successfully implementing the model of centralized customs management and implementing customs procedures at the Mong Cai Customs Branch has been contributing to help achieve 4 losses and 4 gains," - Mr. Bui Van Khang said.

Accordingly, 4 losses were: Reduce cargo clearance time; reduce costs and manpower for enterprises; reduce direct contact between customs officials and businesses; reduce the apparatus and payroll.

Meanwhile, 4 gains which were recorded by customs authorities were: Increasing the number of customs declarations; increasing the import and export turnover; increasing the number of enterprises coming to implement procedures; increasing revenue collection.

On 13/4/2018, Quang Ninh Customs Department organized the opening ceremony of the "Centralized customs management and implement customs procedure model" at Mong Cai Customs Branch. This is the first unit in the Customs sector to implement a centralized management model.

The model has been focusing on two important contents: Reform of organization, apparatus and administrative procedure reform for import and export goods.

"The model of implementing centralized customs procedures" was conducted based on the principle of a hub to carry out procedures for receiving customs dossiers and data consistency. The handling of customs dossiers, papers and documents related to customs dossiers shall be concentrated for processing on the basis of the application of modern technologies and technical equipment in combination with the implementation of the national single window mechanism, online public services....
