Supporting payments for self-employed workers from May 10

Report on the implementation of the social security support package of 62,000 billion dong for people and enterprises deeply affected by the Covid-19 pandemic at the Government's regular meeting on May 5, Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung affirmed that the support package was being implemented to ensure seriousness, publicity and transparency and so far, had not detected and received any negative feedback from localities.

The Ministry of Labour, War Invalids and Social Affairs has issued eight files to identify the entire system of questions and answers to implement a social security package. Setting up and announcing Call Centre 111 to receive feedbacks 24/7 from the people. Six hotlines of the Central Committee of the Vietnam Fatherland Front and the Ministry of Labour, War Invalids and Social Affairs, 46,600 calls have been made in five days; automatic answers over 12,000 times in four days.

During the four holidays of April 30, May 1 and the last weekend, nearly all branches and localities did not take a break to focus on providing support to the people and labourers. Up to now, 63/63 localities have implemented social security support packages for the people and 40/63 provinces and cities have paid more than 20,000 billion VND, of which four basic subjects are people with meritorious services, social protection, the poor and the near poor have received support money; disbursement of 12,400 billion and basically by May 15, support will be paid for these four subjects. From May 10, the units will concentrate on addressing support for self-employed workers who have lost their jobs.

Number of people receiving unemployment insurance increases

Notably, according to the Minister of Labour, Invalids and Social Affairs Dao Ngoc Dung, the number of employees registered for unemployment insurance in April was 102,000, up 9% compared to March 2020. The number of employees whose contracts were terminated by the end of April was 670,000, an increase of 270,000. From May, this situation decreased and labour began to return to the labor market, especially the free labor force and the service sector.

“Therefore, we recommend strengthening propaganda and advocacy to create people's consensus, limit one-time insurance withdrawal, closely control the situation and strictly handle the mortgage, collect and purchase social insurance book to enjoy the different levels. At the same time, the Prime Minister has directed the Ministry of Labour - Invalids and Social Affairs and Social Insurance to study and quickly switch to electronic insurance to minimise this situation”, said Minister Dao Ngoc Dung.

According to Vietnam Social Insurance, the whole social insurance system has carried out many communication activities to employees on the meaning and benefits of the social insurance policy with retirement regimes, illness, maternity, labour accident - occupational disease; promote communication so employees do not choose to receive one-time social insurance. However, some workers chose to receive one-time social insurance, which directly affects immediate and long-term benefits of workers.

In the past time, Vietnam Social Insurance has directed social insurance agencies of provinces and cities to strengthen communication so employees and the people can see more clearly the meaning, roles and benefits of social insurance, health insurance and the policies of social insurance, health insurance and unemployment insurance in stabilising people's lives, especially in this complex and difficult pandemic period.

Social insurance, health insurance and unemployment insurance are very preeminent social security policies of the Party and the State to take care of the immediate life (insurance of health, sickness, pregnancy, labour accident - occupational disease and unemployment) and the long term for the people (retirement and death gratuity), therefore, the Vietnam Social Insurance wants employees to think about immediate and long-term benefits, and not select one-time social insurance to work with the State to ensure social security for themselves, especially at the end of their working age.

For the benefits of employees and the Government's determination to build the best social security system for the people, Vietnam Social Insurance wants to increase information so employees consider not choosing to receive a one-time social insurance payment.
