Transshipment cargos are not allowed to ship between ports in the territory of Vietnam

Accordingly, the Saigon Newport Corporation complained about problems related to Customs procedures for transshipment cargosstemmed from the provisions of Article 44 of Decree 08/2015/ND-CP of the Government: "Transshipment goods which are from foreign countries are moved to a transit area, then taken abroad directly from this area; are not allowed to ship within the territory of Vietnam, to export through another gate unless otherwise complying with international agreements to which Vietnam is a member, or the decision of the Prime Minister. Transshipment cargos are carried abroad the whole or part of the shipment which were transferred to port ".
Because of this provision, the Saigon Newport Corporation said, international transshipment goods are not permitted to be transported back and forth between the international port in the territory of Vietnam to export unless otherwise complying with international treaties of which Vietnam is a member, or the decision of the Prime Minister. This has a direct impact on the business of shipping companies, and affects the competitiveness of the international seaport of Vietnam.
At the front of enterprises problems, the General Department of Customs said, Customs procedures for transshipment goods shall comply with the provisions of Article 44 of Decree 08/2015/ND-CP and 88 of Circular 38/2015/TT-BTC of the Ministry of Finance. Specifically, transshipment goods are not allowed to transport back and forth between ports in the territory of Vietnam to export unless otherwise comply with international agreements to which Vietnam is a member, or the decision of the Prime Minister.
However, the General Department of Customs noted the difficult recommendation of Saigon Newport Corporation to built-in content of new Decree.
