Dear Deputy Minister, what do you think about the role of the formal implementation of the automatic customs management system at the seaports for the customs reform and modernization?

In the past few years, implementing the Government's undertakings and resolutions on the administrative procedures reform and creating favorable conditions for the import-export activities, the Ministry of Finance instructed the units in the whole sector for drastic implementation. Regarding the Customs, apart from the reform and modernization programs implemented over the past years, recently, on the basis of the proposal of the General Department of Customs, the Ministry of Finance has approved the implementation of the "Control and supervision of cargo at the seaports and the airports" (formal implementation is the automatic customs management system at the seaports), and this project piloted from August 15th, 2017 at the Hai Phong Customs Department.

After nearly 4 months of implementation, it could be said that the implementation results of the System are very successful and are appreciated by the business community. The System has brought the practical benefits of simplifying procedures, reducing time and costs for the import-export businesses, the port, warehouses, yard trading businesses and the shipping lines.

For the Customs, thanks to the increase of automation level, publicity, and transparency in dealing with the procedures, operation has becomes better, and monitoring ability is better. Also, its responses to the requests in the context of the staff reduction while the volume of work is increasing, thereby helping the Customs authorities to allocate resources, and focus on the human resources for the more important roles of inspection and supervision.

As a result, the leaders of the Ministry of Finance highly appreciated the efforts of the General Department of Customs and the Customs Department of Hai Phong.

In particular, we are very thankful for the cooperation of the business community, an important factor for successful implementation of the System.

The Ministry of Finance is directing the General Department of Customs to prepare expeditiously and positively all related work to expand the System in the entire port system nationwide. First of all is the key seaports such as the Ho Chi Minh City seaport, which expected to be deployed in the first quarter of 2018.

Not only at the seaports, the Ministry of Finance also planned to expand the customs modernization and automation to both the airports and the roads.

In the coming time, the Ministry of Finance determines that the application of IT in the reform, will simplify administrative procedures and the facilitation of the enterprises' operations will be further and drammatically strengthened.

In particular, not only focusing on the modernization and automation within the industry, the Ministry of Finance will continue to coordinate with other ministries and agencies to implement the National Single Window mechanism, the ASEAN Single Window, better and more effectively.
