According to Mr. Bui Van Nam, Director General of General Department of Taxation, the Taxation has drastically deployed the projects of IT application in the tax collection and payment, which reduced time, costs and created maximum favorable conditions for enterprises when implementing tax procedures. Until now, tax administrative procedures have been basically done via electronic mode, and the electronic tax declaration and tax payment systems have been deployed in 63 of 63 provinces and cities

To improve the development index of the e-Government, the General Department of Taxation has been deploying the pilot e-tax service which meets the information integration of public services into unified portals in order to facilitate people and enterprises to use services relating to the tax administrative procedures. In 2017, the General Department of Taxation further expands the online public services for service group: e-tax refund, online tax declaration for taxpayers as an individual. E-tax payment for taxpayers paying land tax, registration fee and individual household and e-receipt service with Tax agency code.

According to the report on e-tax deployment for house tax, by March 2017, the General Department of Taxation has deployed for all Tax sub-departments in Hanoi city and Ho Chi Minh city. The total tax declarations received until March 20, 2017, were 480 declarations. As for the e-tax refund, it was expected that in April 2017, the General Department of Taxation will ask the direction from the Ministry of Finance on the wide implementation of e-tax refund service across the country.

The leaders of the General Department of Taxation said that in order to strengthen the e-Government, in the coming time, the General Department of Taxation will continue to develop and upgrade the IT application to meet the operational requirements and publicize the information on the website of the General Department of Taxation. The Tax agency will maintain and upgrade the IT application so that 95% of enterprises implement the e-tax declaration and payment at level 4; and strive to implement the IT application so that 95% of enterprises implement the e-tax refund at level 4 and ensure 1005 of tax-refund dossiers to be inspected in line with provisions and correctly implement the IT application so that 100% complaint records of taxpayers are handled as described time.

The General Department of Taxation proposed the Ministry of Information and Communications to formulate and issue provisions, standards, guidance for infrastructure integration and information exchange between ministries and sectors to develop the e-service on a large scale and meet the e-administrative procedures with the inter-communication between ministries and sectors. Also, the Ministry of Information and Communications issued provisions as well as technical solutions for the State agencies to accept the legality of e-documents and promulgated provisions for people and enterprises on the implementation of authentic information registration with aims to ensure the information security in e-transaction.

To strictly implement the Government Decree No. 36a/NQ-CP, the key task of the Taxation is maintaining the percentage of enterprises implementing the e-tax declaration and payment. The support of e-tax declaration and payment for newly established enterprises or for up gradation of new application must be strictly implemented by Tax officers. At the same time, in the plan to carry out the IT application in 2017, the e-tax declaration and payment or tax payment through authorized organizations for household business, registration fee and non-agricultural land use fee will be given a top priority.
