Information about the results of implementing the state budget collection task, the General Department of Taxation said that the total state budget revenue in November 2023 managed by the Tax sector reached 124,884 billion VND, of which, revenue from crude oil was estimated at 4,569 billion VND and domestic revenue was estimated at 120,315 billion VND.
Thus, from the beginning of the year until now, total state budget revenue managed by the Tax sector has reached 1,336,002 billion VND, equal to 96.7% compared to the same period in 2022. Specifically, revenue from crude oil was estimated to reach 56,544 billion VND, equal to 80% compared to the same period in 2022 and domestic revenue was estimated to reach 1,279,458 billion VND, equal to 97.6% compared to the same period in 2022. Domestic tax and fee collection were estimated to reach 1,023,817 billion VND, equal to 100,7% over the same period in 2022.
Regarding the implementation of tax policies to support people and businesses in recovering and developing production and business, accelerating the pace of economic recovery in 2023, in the first 11 months of the year, the Government has issued following authority and submit to competent authorities to promulgate many tax exemption, reduction, and extension policies with the total amount of tax and land rent subject to extension, exemption, and reduction being about 165,026 billion VND.
Of which, the amount of tax and land rent eligible for extension is about 106,946 billion VND; The amount of tax and land rent exempted or reduced is about VND 58,080 billion.
The General Department of Taxation said that as of November 30, 2023, the Tax agency had issued 16,778 VAT refund decisions with a total tax refund amount of VND 127,783 billion, equal to 68.7% of the 2023 VAT refund estimate which was approved by the National Assembly, equal to 93% compared to the same period in 2022.
Besides, in the first 11 months of 2023, the entire Tax sector has carried out 62,343 inspections and tests, reaching 85.5% of the 2023 plan and equal to 96.9% compared to the same period in 2022; inspected 581,367 tax declaration documents at the Tax office, equal to 87.3% compared to the same period in 2022.
The total amount proposed to be handled through inspection and examination is 57,937 billion VND, equal to 97.3% compared to the same period in 2022.
Regarding tax debt collection, the General Department of Taxation said that in November 2023, debt collection is estimated to reach 3,500 billion VND. Accumulated debt collection in the first 11 months of the year was estimated to reach 42,312 billion VND. By the end of November, the total tax debt is estimated to reach 163,591 billion VND, an increase of 2.6% compared to October 31, 2023, an increase of 10.7% compared to December 31, 2022.
As of the end of November 2023, the ratio of tax debt that can be collected on the total revenue estimate for 2023 is 8.3%.
About 5.9 billion electronic invoices have been received and processed
Regarding the results of implementing electronic invoices, acumulatively until November 30, 2023, about 5.9 billion invoices have been received and processed (of which 1.7 billion invoices with codes and more than 4 .2 billion invoices without code).
As of the end of November 2023, there were 37,542 businesses and individuals registered to use e-invoices with codes from the tax sector created from cash registers with more than 72.7 million invoices, total tax amount of 4,208 billions VND.
The whole sector has implemented the lucky invoice program. Until now, 62/63 tax departments have selected lucky invoices for the first quarter of 2023, 60/63 tax departments have selected lucky invoices for the second quarter of 2023 and 54/63 tax departments have selected lucky invoices for the third quarter 2023.
From January 1, 2023 to November 30, 2023, the Tax sector has awarded 3,532 program awards with a total amount of VND 9.6 billion.
Regarding the use of eTax Mobile application, by November 17, 2023, there were 600,206 downloads and installations, 796,614 transactions via commercial banks with 2,265 billion VND successfully submitted.
Along with that, based on the results of the "Invoice usage warning list" according to the K coefficient given in the e-invoice application, the General Department of Taxation has requested to review high-risk taxpayers; At the same time, coordinate with tax departments to provide a list of risk warnings to serve the control of e-invoices, prevent the issue of false invoices, and handle cases of violation of the law on invoices and documents in particular and on taxes in general, contributing to enhancing the effectiveness and efficiency of tax administration as well as creating a healthy and equal business environment for the business community and taxpayers.
