At the working meeting with the Deputy Director General, Mr. Vu Ngoc Anh, the Deputy Director of the Department of Customs post-clearance audits, Mr. Tran Minh Trung and the Deputy Head of the Southern Branch of Customs post-clearance audits, Mr. Le The Cuong said that in 2016 the Southern Branch of Customs post-clearance audits had been assigned to conduct 20 cases of post-clearance audits, with a revenue target of 90 billion vnd.
To 20th November 2016, the Southern Branch of Customs post-clearance audits had conducted 27 cases of post-clearance audits, with the total amount of tax assessment, penalties and late payment fines for administrative violations of more than 108 billion vnd. In particular, the total amount paid into the State budget has been more than 94 billion vnd.
Most post-clearance audits focused on areas such as processing; production for export; and codes and investment incentives. Currently, the Southern Branch of Customs post-clearance audits has also begun to focus on the inspection of Customs value with some positive results (with a tax assessment of 2.3 billion vnd). In the near future, the Southern Branch of Customs post-clearance audits will focus on enterprises with a high risk level, mainly on prices, while implementing 4 cases of post-clearance audits on the basis of risk management.
At the meeting, the Southern Branch of Customs post-clearance audits also reported some problems in gathering information; the verification and tax debt collection in coordination with relevant agencies such as local tax offices and local police agencies.
Regarding the implementation of legal documents on inspection progress under current regulations, the Deputy Director General, Mr. Vu Ngoc Anh said that after implementing the scheme, the role of the Southern Branch of Customs post-clearance audits was very important because import-export activities under the control of this Branch was extremely busy. When the Division of Customs post-clearance audits was restructured into the Southern Branch of Customs post-clearance audits, it has been more favourable for the implementation of operational work with more responsibility.
Regarding assigned tasks in the near future, the Deputy Director General, Mr. Vu Ngoc Anh has required the Southern Branch of Customs post-clearance audits to develop key enterprises for information gathering more effectively.
"The inspection of Custom value is the most difficult issue in Customs post-clearance audits. Accordingly, the information and documents processing is a very important step. Therefore, in order to conduct Customs post-clearance audits effectively, there is a need for a good coordination with risk management forces to carry out preparations for Customs post-clearance audits, because, if we do this step in the period of audits, it will not ensure the audits carried out in a timely fashion", the Deputy Director General, Mr. Vu Ngoc Anh stressed.
The Deputy Director General, Mr. Vu Ngoc Anh noted that identifying key tasks and building work forces should be harmonious, especially for the Customs post-clearance audits force and the specialized inspection force. If Customs post-clearance audits have many problems and need more time to solve, it should be transferred to the specialized inspection force to handle.
Currently, the General Department of Vietnam Customs has issued a list of key enterprises to conduct inspections in coordination with local Customs Branches and the Customs post-clearance audit force under the General Department of Vietnam Customs. The construction of work forces and raising the professional level of civil servants is very essential.
At the end of the meeting, the Deputy Director General, Mr. Vu Ngoc Anh praised the achievements of the Southern Branch of Customs post-clearance audits and noted a number of problems and difficulties of the Branch. The Deputy Director General said that in the future, the tasks of the General Department of Vietnam Customs would be heavier while Customs revenue depended greatly on the Southern Customs Departments, and the Southern Branch of Customs post-clearance audits. Therefore, civil servants in Customs should focus on capacity building to work effectively both in quantity and quality.

In addition to Customs post-clearance audits, the Southern Branch of Customs post-clearance audits should also focus on the inspection of law observance of enterprises, to guide enterprises to comply with Customs legislation.
