Resolution 41 was signed by General Secretary Nguyen Phu Trong to replace Resolution No. 09-NQ/TW of the 11th Politburo issued 12 years ago.

The overall goal of Resolution 41 is to develop a strong team of entrepreneurs in quantity and quality. Reasonable structure, vision, intelligence, ethics, entrepreneurial spirit, legitimate enrichment. Dynamic, creative, advanced management capacity. Comply with the law, have ethics, and have a business culture with national identity. Have social responsibility, awareness of environmental protection, and make worthy contributions to the country's development goals.

Resolution 41 sets the goal of developing a team of Vietnamese entrepreneurs with the scale, capacity, and qualifications to meet the country's industrialization and modernization goals by 2030.

Strive to have more and more businesses reach the regional level, some businesses reach the world level; A number of large enterprises have leading roles in key industries and fields; Some businesses have an important position and role in the supply chain and global value chain, owning a number of industrial and agricultural value chains, and have international competitiveness in the foundation, priority, and spearhead industries.

The goal by 2045 is to develop a team of Vietnamese entrepreneurs with scale, capacity, and qualifications to meet national development goals, high income, position, and regional and international reputation. A part of the enterprise has a world brand, leading a number of supply chains and global value chains.

To ensure the implementation of goals appropriate to the new context and situation, Resolution 41 sets out 7 main groups of tasks and solutions.

The first is to raise awareness about the position and role of businessmen in implementing the country's development goals.

The second is to perfect policies and laws, and create a favorable, safe, and equitable investment and business environment for entrepreneurs and businesses to develop and contribute.

In particular, urgently review and institutionalize promptly, fully, and synchronously the Party's guidelines and policies on developing the team of entrepreneurs and the business community. Implement the public-private partnership method. Promoting innovation, taking people and businesses as the center and objects of service. Control and eliminate privileges and monopolies in production and business.

Pay attention to building and perfecting policies and laws on developing the digital economy, digital society, green economy, circular economy, sharing economy, new models and fields of production and business to expand development space for entrepreneurs and businesses; Synchronously develop all types of markets, especially capital, labor, land use rights, science and technology markets. Research and deploy a controlled testing mechanism to create conditions for entrepreneurs and businesses to have breakthroughs in a number of new, advantageous, and potential fields.

The third is to develop a strong team of entrepreneurs on par with the goals and tasks of developing the country in the new era. In particular, there is a breakthrough policy to form and develop ethnic enterprises and large-scale enterprises, with a leading role in a number of key and important industries and fields, with an important position in the supply chain. global value chain, mastering a number of industrial and agricultural value chains.

Fourth is to build ethics and business culture, promote national spirit, and arouse the desire to develop a prosperous and happy country. The Fifth is to strengthen solidarity, cooperation, and linkages between businessmen, workers, farmers, and intellectuals under the Party's leadership.

The Fifth is to promote the role of VCCI, an organization representing entrepreneurs and businesses.

Sixth is to strengthen the Party's leadership and State management in building and promoting the role of a team of entrepreneurs.

At the 2023 National Conference of Vietnamese Business Associations and Entrepreneurs on October 11, Deputy Head of the Central Economic Commission Do Ngoc An said that many new contents have been mentioned by Resolution 41 to create favorable economic development with the support of businessmen nationwide.

In particular, in terms of perspective, Resolution 41 identifies a team of entrepreneurs with an important position and role. This is similar to Resolution 09 but with the addition of "being one of the core forces" contributing to promoting the cause of industrialization, modernization of the country, and international integration. At the same time, build, honor, and encourage a strong business team with a patriotic spirit, national self-reliance, desire to contribute, respect the law, and contribute to the development of a prosperous and happy country.

"Resolution 41 requires Party committees at all levels to have the responsibility to consider, evaluate, honor, encourage and promptly encourage entrepreneurs who make contributions," Mr. Do Ngoc An emphasized.

Therefore, Mr. Do Ngoc An expressed his belief that Resolution 41 will gradually enter the lives and activities of Vietnamese business entrepreneurs, helping this team gradually develop strongly.

Representatives of businesses and business associations also expressed excitement when Resolution 41 was issued very promptly. Because according to businessmen, the responsibility of businessmen is very honorable but also heavy, when businesses have never faced so many difficulties as in the current period. Therefore, businesses expect that the contents, tasks, and solutions proposed in Resolution 41 will soon be legalized and put into practice.

Regarding this issue, Deputy Minister of Planning and Investment Tran Duy Dong said he would advise Government agencies on specifying the contents and solutions to implement Resolution 41.
