Administrative management expenditure of ministries and agencies maximum 55 million vnd/ person/year

The Decision specifically regulates the norms of the State budget allocation of the recurrent expenditure for the ministries and the Central authorities, therein the norms of the budget allocation of the administrative management expenditure apply 55 million vnd/ person for the Supreme People’s Court, the Supreme People’s Procuracy, the Civil Judgment Execution Authority, the State Audit Office, the Government Inspectorate.

The regressive method applies for the Ministry of Justice (does not include the Civil Judgment Execution Authority), the ministries and the Central authorities (except the authorities as mentioned above and the Central specific authorities, units, organization), the number of personnel are assigned by the competent authority for each ministry, the State authorities are divided into different levels with the first level being 100 personnel or less. The norm of budget allocation decreases with the level of pesonnel.

Specifically, from the 100th person or less, calculates 54 million vnd/ person; from the 101th to 500th person calculates 50 million vnd/ person; from the 501th to 1,000th person calculates 48 million vnd/ person; from the 1,001th or more persons calculates 45 million vnd/ person.

Administrative management expenditure for the States’s specific agencies, units and organizations

The expenditure estimates ensure that the operation of the Office of the Party Central Committee, the Office of the President, the Office of the National Assembly, Office of the Government have been calculated based on the norm, regimen, standard and specific expenditure task of those authorities.

The State Bank of Vietnam, the Insurance Commission of Vietnam, the Vietnam General Confederation of Labour and the units which implement allocated administrative expenditure according to the decision of the competent authorities (The State Treasury, Taxation, Customs, etc) have been applied the norm of expenditure allocation for administrative management to build the norm of expenditure for their units.

The specific associations, the socio-political organizations-vocation, social organizations, are supported by the State budget as per current regulations.

On the basis of the administrative personnel assigned by the competent authorities and the norm of recurrent expenditure allocation, ministries and Central authorities are encouraged to reduce in personnel, reduce expenditure for increasing income for officers and civil servants and increase expenditure in key tasks of agencies and units.

Additional allocation for difficult localities

The norm of the State budget allocation for recurrent expediture for the State’s cities and provinces include the expenditure for education-training and vocational training; health; administrative management; culture-information; broadcasting; sport; social security; defense; security; science and technology; economy; and environment protection.

The expenditure for education, the norm is allocated according to the population aged from 1 to 18 as follows: allocation for urban regions is 2,148,100 vnd/person/year; the delta regions are 2,527,200 vnd/person/year; the mountainous regions and the ethnic minority regions in the delta and the inland are 3,538,100 vnd/person/year; the mountainous regions and the ethnic minority regions in the delta and the inland are 5,054,400vnd/person/year.

The expenditure for health services is allocated according to the population also determined for each region. Specially, allocation for the urban regions is 182,700 vnd/person/year; the delta regions 246,99 vnd/person/year; the mountainous regions and the ethnic minority regions in the delta and the inland 333,300 vnd/person/year the mountainous regions and the ethnic minority regions in the delta and the inland 469,100 vnd/person/year.

The Decision regulates that the States’s provinces and cities which have difficulty or less population, will have the additional allocation according to the proportion % of the expenditure of the population as follows: the provinces under the Cuu Long River Delta Region are located an extra 9%, the provinces where the population is a less than 400 thousand peoples are located an extra 16%; the provinces where have the population from 600 to 900 thousand people are located an extra 12%. In the case of the provinces which meet 2 or more criteria, it is allocated by the highest support criteria.

The cities and provinces which have an average population per district of less than 85 thousand people are allocated an extra 5% of the expenditure according to the norm of the population.
