According to the report of the Vietnam ICT Index 2016, the Ministry of Finance is the leading agency in the table of Ministries, ministerial-level agencies and State agencies under the Government. Da Nang is the leading city in the table of provinces and cities; the Vietnam Joint Stock Commercial Bank for Investment and Development (BIDV) is the leading in the table of commercial banks and the Urban Development and Housing Investment Corporation is the leading corporation in the table of corporations and groups.
In the 4 leading units, the Ministry of Finance, Da Nang and BIDV have been ranked first in the ICT Index Table for 3 consecutive years. Particularly, the Corporation for Housing and Urban Development surpassed Vietnam Airlines Corporation for the first time to become the leading corporation in the ICT Index Table.
According to the report, compared to previous years, the Vietnam ICT Index this year has changed strongly in the expenditure system and assessment to be in line with the direction of the National Assembly and the Government on development and application of information and communication technology in the Political Bureau's Resolution No. 36/NQ-TW of 1st July, 2014 on the application and development of information technology to meet the requirements of sustainable development and international integration; and Government’s Resolution 36a/NQ-CP of 14th October 2015 on e-Government in accordance with international practice and standards.

The Vietnam ICT Index 2016 is built based on the United Nations’ system of indicators which consists of three main factors: technical infrastructure, human resources and information technology (eliminating other factors such as environment and policy as well as inappropriate indicators), updating new criteria to promote e-Government in the coming time.
