According to Mr. Thuc, over the past time, the Ministry of Natural Resources and Environment has coordinated with ministries and sectors to review the list of scraps permitted for import from abroad as raw materials for production. In the draft list of scraps permitted for import from abroad as raw materials for production, the Ministry of Natural Resources and Environment has proposed to the Prime Minister the reduction of 13 types of scrap (the former list was 36 types).
The scrap types removed from this draft list belong to the groups as follows: Scraps with high risk of environmental pollution; scraps in the list of scraps that are balanced for domestic production; for example, currently, the by-product of gypsum that is produced by the electric plants is enough for the domestic enterprises to reuse; Scraps is specified in the Government’s Decision 73/2014/QD-TTg stipulating the list of scraps permitted for import from abroad as raw materials for production, but the enterprises have no demand for import.

Mr. Thuc also said that last week, the Ministry of Justice had a meeting to appraise the draft list of scraps permitted for import from abroad as raw materials for production and reported to the Ministry of Natural Resources and Environment. Basing on the Ministry of Justice’s report, the Ministry of Natural Resources and Environment will complete the draft and submit it to the Prime Minister for consideration.
The list of scraps permitted for import from abroad as raw materials for production is expected to be issued in January 2019, Mr. Thuc said.
“The review for the list of imported scraps aims to strictly control scraps imported to the country,” Mr. Thuc added.
