This was part of a presentation of Director General of Market Management Tran Huu Linh at a conference on preliminary the work in the first half of 2019 of National Steering Committee 389.
Linh mentioned the fact that many goods without clear orign, especially foods circulating in the market, were detected containing poison, residual chemicals exceeding limits, containing strange chemicals, additives, banned chemicals and were low quality, causing a bad impact on consumers’ health.
“Lots of goods items that slipt in to domestic market from border area, were labelled ’Made in Vietnam’ on the packaging,”, Linh stressed
Currently, consumers have raise awareness to avoid buying goods that are impairment of quality, risk of causing harm to health so that they have selected to consume Vietnam goods with clear address and origin information.
Therefore, violators use many complicated tricks to make fraudulent origin of goods in order to cheat consumers.
Not only that, taking advantage of Vietnam's participating in free trade agreements (FTAs) has led to many goods enjoying preferential tariffs at very low rates to 0 percent. It made the violator commit fraudulent acts for tax evasion, abusing of ’Made in Vietnam’ origin in order put into Vietnamese market for consumption or export.
Nowadays, in the market, the items of unknown origin, fraudulent origin, labelled ’Made in Vietnam‘ are common in the market including food, vegetables, textiles (clothings, footwear; children's toys, appliances; educational equipment; detergents, household appliances (kitchenware, plastic goods, household appliances of all kinds), household electricity (light bulbs, electric wires, battery light), electronics.
Currently, the work of inspection and handling violations of fraudulent origin faces many difficulties, including the traceability of goods. If the law enforcement agency has no clear evidence, no arrest or quality verification, it is very difficult to detect violations.
For smuggled goods after successfully being transported to inland through trails and openings andafter being circulated in the market, counterfeit goods were often mixed with real goods, thus the violation detection also faced difficulty.
Goods with fraudulent origin which did not have a clear ownership were more difficult, such as agricultural products, raw materials that counterfeit enterprises and using fake addresses.
Besides that, as society grows, consumer demand is getting higher and higher through the online shopping. Hence, the detection of violations on the internet faces many difficulties and limitations as vioilators usually introduced goods online as authentic goods but they delivered counterfeit goods or goods with unclear origin and impairment of quality. Meanwhile, the comsumers also find it hard to recoginse whether they have fake goods or not.
The awareness and tastes of consumers about famous brands are still high, especially with products in the fields of cosmetics, shoes, clothes and watches. Consumers want to buy goods with cheap prices but the ability to identify real goods versus counterfeit goods is still limited.
Therefore, to prevent goods from fradulent Vietnamese origin, the Market Management force has strengthened the management of control areas, collecting information and evaluating the market to develop inspection plans; creating statistics and classifying types of business items in the area.
On the other hand, promulgating soon the regulation on the label of origin for goods manufactured and assembled domestically is also important.
