"On the basis of the approved inspection and examination plan and the additional plan of 2018, the Taxation branch will focus on in-depth analysis to select key contents to be inspected and select enterprises with serious risks and expected to generate high tax arrears, businesses using illegal invoices and vouchers, businesses enjoying tax incentives, focusing on inspection and examination for transfer of capital, brand, transfer of projects, e-commerce business activities, ... thereby contributing to increase revenue for the state budget," Mr. Nam shared.

Along with that, the tax sector also accelerated the completion schedule and urged the submission of the number of post-inspection and inspection numbers into the state budget; at the same time, to urge the full and timely payment of collected tax amounts according to proposals and conclusions of inspections and audits.

Thanks to these efforts, in 2018, the whole taxation sector carried out 90,394 inspections, reaching 100.81% of the plan for 2018. The total tax increased by inspections and examination was 17.302 billion VND; deductibles were VND 1,978 billion; A loss of VND 34,411 billion. Thereby, the tax amount paid into the budget is VND 12,286.5 billion, reaching 71.01% of the increased tax collected through inspection and examination. Notably, last year, the Taxation Department conducted inspections and inspected 593 enterprises with associated transaction activities; collections, refunds and fines of VND 1,637.88 billion; loss of VND 4,808 billion. Thanks to that, the increase in taxed income is 7,291.72 billion.

Develop software to support inspection work

According to Mr. Nguyen Van Nam, on the basis of the achieved results in 2018, this year, the Taxation Department will ensure inspections and examinations to achieve at least 19% of the enterprises subject to tax administration (higher than 2018). To strive to increase revenues through inspection and examination higher than the previous year, with a focus on inspection and examination of dossiers after large tax refunds; attach importance to improving the efficiency of inspection and examination work; ensure the quantity and quality of inspections at enterprises for transfer prices. To achieve this goal, this year, the General Department of Taxation will build and implement tasks of inspection and examination plans at tax authorities at all levels on the basis of analyzing and assessing risks in tax payment of taxpayers, focusing on inspecting and examining enterprises of high-risk industries and sectors such as: enterprises reimbursing value-added tax on export goods, enterprises entitled to reduction and tax exemptions, enterprises with affiliated activities, businesses with signs of transfer pricing; e-commerce business, generating contractor tax, capital transfer activities ... The General Department of Taxation also requires tax departments to update fully and accurately the annual financial statements into tax administration applications to serve the risk assessment and analysis; at the same time, improve the quality of inspection and examination through conclusions, proposals to increase revenues and remittances into the state budget, and urge the full and timely collection of arising revenues and amounts that must be collected according to the results of inspection and auditing agencies into the state budget. In 2019, the Tax Department will continue to effectively implement the anti-revenue loss for non-state enterprises and individual business households in the spirit of Directive No. 26 / CT-TTg dated June 6 / 2017 of the Prime Minister. Drastically deploying and fighting against losses of non-state enterprises and business households, and focusing in key areas. At the same time, the whole sector will promote training and exchange of tax inspection and examination to improve capacity and skills for tax officers in charge of tax inspection in the detection of methods, new forms and fraudulent acts, to meet the requirements of assigned tasks.

Last year, the General Department of Taxation instructed tax agencies to carry out inspection after value-added tax reimbursement within 1 year for decisions of risk-based tax refund and request to develop inspection plans, check the target of the number of inspection and examination documents after value-added tax refund in 2018, reaching over 20-25% of the total tax refund decisions before the following inspection.
