Directing customs units and branches to select containers for screening according to the provisions of Decision 3272/QD-TCHQ dated November 24, 2022, ensuring the minimum screening norm assigned to each machine.

To reduce the costs incurred for port operators and facilitate the management of imported containers during loading and unloading, the local customs departments have worked with warehouse and yard operators to arrange an area to install scanners near the wharf or convenient areas for transporting imported containers for screening during loading and unloading of goods.

For cargo screening at international airports, the Customs Branch in charge of airport and international airport management is required to base on the airline's declared information for incoming flights to analyze, assess risks, select high-risk flights, especially flights departing from or transiting from regions or territories with a history of transporting banned goods and narcotics, for screening of all cargoes of that flight, before the cargoes are allowed to be stored in the airport warehouse.

In case of suspicion of drugs or prohibited goods, the customs authority shall seal and carry out key surveillance and request the warehouse operators not to store it in a separate area.

In the official dispatch, the General Department of Customs also requested to clarify responsibilities and strictly handle units and officials who do not comply with regulations, so that the suspects take advantage of the lack of screening to commit acts of smuggling, illegal transportation of drugs, prohibited goods and trade fraud.
