At the same time, the local customs departments have been requested to quickly identify and prevent smuggled sugar, commercial fraud or acts of taking advantage of regulations on origin to evade taxes and calculate taxes improperly.

In addition, the General Department of Customs has also requested the local customs departments to pay attention to carrying out procedures for imported sugar shipments subject to import tax rates within the tariff quota.

When importing this item, the customs declarant must meet the conditions for a license such as an import license under tariff quotas or a written notice of the right to use tariff quotas for sugar imports issued by the Ministry of Industry and Trade; import within the quantity stated on the import license under the tariff quota or stated in the notice of the right to use the import tariff quota according to the total annual import tariff quota announced by the Ministry of Industry and Trade.

In case imported sugar meets the conditions for applying the import tax rate within the tariff quota and has proof of origin in accordance with the provisions of the respective Free Trade Agreement, the special preferential import tax rate will be applied.

In this regard, the Trade Remedies Authority (Ministry of Industry and Trade) has just issued a draft final conclusion on the investigation of the application of anti-circumvention measures against the application of trade remedies for cane sugar products under HS codes 1701.1300, 1701.1400, 1701.9100, 1701.9910, 1701.9990 and 1702.9091 imported into Vietnam from Cambodia, Indonesia, Laos, Malaysia and Myanmar.

Accordingly, the investigating agency determined that the use of sugar materials from Thailand to produce and export goods to Vietnam by enterprises from the investigated countries was an act of evading anti-dumping and anti-subsidy measures which are applied to a number of cane sugar products originating from Thailand.
