State Treasury requires stable operation of Online public service and electronic payment systems

The General Director of the State Treasury requests the directors of local State Treasuries and the State Treasury transaction offices to direct all officers incharge of operating the IT system, especially the Online Public Service System and the E-payment system via banks.
The Dispatch requires the officers to comply with regulations on operation of IT System and direction of the State Treasury. Specifically, it is necessary to strengthen coordination and support for budget-using units to transact via the Online Public Service System, and recommend the budget-using units to submit payment documents and not to send redundant documents, causing the increase in capacity; and facilitate the units in payment via the Online Public Service System.
In addtion, the General Director asks heads of the units to the budget-using units to fully implement the State Treasury's regulations on publicizing the focal point to receive requests for support and rectifying error of the Online Public Service System, and impersonation of State Treasury officials.
The General Director of the State Treasury directs local state treasuries to expedite the receiving and processing doccuments sent via the system and strictly check documents showing suspicious signs or large capacity, and redundant documents.
Rectify and remind transaction units that do not comply with regulations, and strengthen inspection and supervision of transmission channel connected between the Provincial State Treasury and the District State Treasury at least 4 times/day, ensuring that each district State Treasury can use two data transmission channels; proactively notify and coordinate with contractors providing transmission channels to quickly correct error (if any).
According to the State Treasury's report, in 2023, the State Treasury system continues to promote the implementation of IT projects to modernize the State Treasury's operations under the State Treasury Development Strategy to 2030 and Plan for applying IT in State Treasury operations for 2021-2025.
The State Treasury units have processed 100% of support requests for units and promptly resolved difficulties and obstacles, and created favorable conditions for units to operate quickly on IT system.
The State Treasury continues to run stably and smoothly the Online Public Service System to serve 100% of budget-using units; upgrades the Online Public Service System to add data exchange portals via the Internet with electricity, water, and telecommunications service providers; completes testing and agrees with VietinBank on payment services, personal payments via accounts at commercial banks of transaction units, thereby improving labor productivity and minimizing risks for State Treasury officials.
The State Treasury has restructured the Online Pulic Service system to increase processing speed, and prepare technical plans to ensure good service for book closing at the end of 2023 and the following years.
