Over 6,000 bars and lumps of wood were hidden inside the scrap paper.

Recently, based on the results of verification by the Forest Science Institute, the Customs forces identified that the smuggled wood hidden inside the paper scrap consignment is valued at VND 792 million.

According to the verification result, over 6,000 bars and lumps of wood hidden inside the paper scrap include 5,794 m3 of Dalbergia Oliver and 37.722 m3 of Pterocarpus macrocarpus.

Specifically, Dalbergia Oliver and Pterocarpus macrocarpus are listed in Appendix II of the Convention on International Trade in Endangered Species of Wild Fauna and Flora, issued together with Circular No. 04/2017/TT-BNNPTNT dated 24 February, 2017, by the Ministry of Agriculture and Rural Development.

According to the Customs newspaper, during carrying out Customs procedures for the imported paper scrap consignment, realizing suspicious signs, on 9th September 2018, La Lay Border Gate Customs Branch chaired and coordinated with La Lay Border Guard Station to implement specialized measures to identify violation.

Through the inspection, the competent forces detected 6,000 bars and lumps of wood that were hidden inside the scrap paper.

According to the Criminal Code 2015:

For the illegal transport of goods and currency across border gates, Article 189 provides that “If the illegal goods are valued at VND 500,000,000 or more, the offender shall be liable to a fine of from VND 1 billion to VND 3 billion or face a penalty of from 5 to 10 years imprisonment”.

For the violations against regulations on forest extraction and protection and forest product management, Article 232 provides that “Illegal logging in a production forest with a volume of from 40 m3 to under 80 m3 of timber of common species; from 25 m3 to under 50 m3 of timber of endangered, rare species in Group IIA; Illegal logging in a protection forest with a volume of from 30 m3 to under 60 m3 of timber of common species; from 20 m3 to under 40 m3 of timber of endangered, rare species in Group IIA; Illegal logging in a specialized forest with a volume of from 30 m3 to under 60 m3 of timber of common species; from 10 m3 to under 20 m3 of timber of endangered, rare species in Group IIA”.
