VCN – On the afternoon of August 1, 2017, the Politburo member, Secretary of Hanoi Party Committee Hoang Trung Hai had a meeting with the Hanoi Tax Department on the situation of the implementation of political tasks in the first 7 months and key tasks for last five months of 2017 and coming time.

Tax debts dropped sharply

Deputy General Director of Taxation cum Director of Hanoi Taxation Department Nguyen The Manh notified that the tax collection in Hanoi city in the first seven months of 2017 achieved positive results. Total revenue was estimated at 107.785 billion VND, reaching 57.5% of estimates, up 18.4% over the same period.

Propaganda and support had been deployed in various forms of diversification, flexibility, practicality, and efficiency and had created the consensus of enterprises and people in the city; Databases on tax payers were built with various information and constantly updated, contributing to well serving the direction of budget collection and tax management.

Mr. Manh noted that tax debt management and enforcement had been implemented drastically in accordance with the law; focused on classifying well the tax debts and grasping the situation of enterprises to introduce appropriate and effective measures. Compared to December 31, 2016, the tax debts fell in both absolute number and relative number and Hanoi was one of two cities which had a decrease in tax debts.

In addition, to promote the achievements in 2016, the Hanoi Taxation Department continues to research and widely apply information technology in the steps of the process of inspection and examination and was the first unit which uses the electronic examination method; To take initiative in building and implementing specific subjects and projects to raise the efficiency of tax management; therefore, the results of tax inspection and examination have increased in both quantity and quality. The Department had also carried out well the administrative reform, removed difficulties, and supported enterprises in line with the Government resolutions, the programs and plans of the Hanoi People's Committee and the Ministry of Finance, the General Department of Taxation, including attaching great importance to the application of IT, creating a breakthrough in tax management. It was selected by the Ministry of Finance and the General Department of Taxation as the pilot unit for deployment of many reform and modernization programs.

Tax civil servants strictly deploy and well implement the “year of Administrative Orders 2017". The Department pays special attention to the internal inspection as planned or unexpected for the performance of public duties; regularly trains and improves the quality of human resources and always educates the political ideology so that every Party member, every civil servant understands his responsibilities and duties in the assigned tasks, making a strong and positive change in the performance of public duties of civil servants.

Deputy Minister of Finance Do Hoang Anh Tuan and Vice Chairman of Hanoi People’s Committee Nguyen Doan Toan stated that tasks of the Hanoi Taxation Department were very formidable when its revenues were still lower than estimates.

The Department needs to have a specific recognition to introduce appropriate solutions and continue to remove obstacles for enterprises through dialogues and find out difficulties and obstacles of the enterprise to solve in a timely fashion, create favorable conditions for enterprise’s development, thereby creating sustainable revenue sources for the tax sector. It must report difficulties and obstacles beyond its competence to the General Department of Taxation, Ministry of Finance and leaders of Hanoi city to solve.

Mr. Hoang Trung Hai thanked, realized, commended and highly appreciated positive results that the Hanoi Taxation Department has achieved in the recent times. These results have significantly contributed to the general development of the city Mr. Hai also noted that the Hanoi Taxation needs to set service goal for taxpayers and enterprises as a prerequisite to determining specific solutions, actions and plans for its professional tasks.

In addition, there are still complaints about the quality of service of some tax officers and civil servants, therefore, it is required to analyze and find out the reasons to have solutions to thoroughly solve this problem. The fight against corruption should be concerned about developing specific regulations on task assignment to easily claim responsibility and detect violations. Mr. Hoang Trung Hai also emphasized that Hanoi Taxation Department should focus on training civil servants who were both good at operation and eligible for Integration's requirements such as foreign language, technology or international payment institutions.
