Under the guidance of the General Department of Customs, the item ""non-alloy steel, hot-rolled, angle steel, with L sections with two sides of equal length” belongs to heading 72.16 " Angles, shapes, sections of iron or non-alloy steel”, sub-heading subheading 7216.21 "- L sections or T sections, not further worked than hot-rolled, hot-drawn or extruded, of a height of less than 80 mm", or subheading 7216.40 " – L sections or T sections, not further worked than hot-rolled, hot-drawn or extruded, of a height of 80 mm and more”, with the detailed codes based on the carbon content calculated by the weight of the item.
This classification has been guided by the General Department of Customs in Official Letter 4262 / TCHQ-TXNK dated 19/7/2018.
The General Department of Customs said the tax assessment on the item requires opinions from a specialised management agency to determine the nature of the goods to guide the classification. Thus, Customs units should base on the above classification guidelines and not re-impose tax for customs declarations registered before July 19, 2018 (the date of issuance of classification guidelines) and not re-treat customs declarations registered before June 24, 2019.
