Remove the obstacles for the vehicle importing, manufacturing and assembling enterprises

Consider to accept the VTA
The Ministry of Transport, the Ministry of Industry and Trade and the Ministry of Finance worked with 17 companies importing and manufacturing vehicles and exchanged the related contents.
Specifically, the enterprises said that after the implementation period of Decree 116/2017/ND-CP stipulating the conditions for production, assembly, import and business of vehicle maintenance and repair services, and Circular 03/2018/TT-BGTVT guiding the implementation of the Decree, the enterprises had encountered a number of problems and they were supported actively to overcome them by the ministries and the agencies.
However, March 22nd, 2018, the enterprises received the document No. 2601/VPCP-CN of the Government instructing the relevant ministries and agencies to study and build the appropriate technical barriers to manage the quality for imported cars as a whole.
Therefore, the enterprises concerned about the Vietnam's future policy orientation would change to affect their business strategy. They recommended the Government to maintain the stable long-term policies for the enterprises to invest in Vietnam.
In addition, the enterprises also recommended that the Government should not retroact to the requirements meeting the regulations before validity of Decree 116 when the Government issued new policies, and there would be enough time for the enterprises to prepare and meet these policies.
Regarding the importation of CBUs, the enterprises might be issued a "Technical Safety and Environmental Protection Certificate" (VTA) for the vehicles imported from Thailand and Indonesia, but with the vehicles imported from Japan, the enterprises could not obtain the certificates because the Japanese Government does not grant them for exported vehicles. The enterprises propose to allow the use of test reports of vehicle manufacturers.
For the vehicles imported from Europe with VTA, the enterprises proposed the competent authorities to consider accepting this VTA to carry out the vehicle import procedures into Vietnam. The reason is that Europe adopts the emission standards Euro 6 that have higher specifications than in Vietnam.
In addition, the enterprises also said that the inspection and testing for each batch of imported vehicles extends the time, wastes costs (especially emission test) and it was unfair between the imported vehicles and the domestic assembled vehicles.
Therefore, the enterprises proposed to consider expanding the concept of shipment to reduce the number of samples tested in experiments. At the same time, the emission test results can be used for 6 months instead of checking each one as it is currently done; To consider investing in additional test facilities in the southern area and invest in test equipment for 4 full time WD vehicles (4x4 full time) to shorten the testing time.
Do not move the red channel when carrying out the customs procedures
Regarding the goods clearance procedures, the enterprises said that the inspection and testing will extend the time of customs clearance of goods more than 30 days from the date of opening the declaration, so the enterprises suggested the Customs office not to impose a fine and not to transfer the red channels when carrying out the customs procedures.
In addition, it was difficult to download data to the National Gateway Office due to the limited capacity of uploading electronic files. When receiving the dossier, the receiving agency should guide the enterprises once, avoiding the case of instructions being done many times to complete and prolonging the time for dossier completion.
Regarding the manufacture and assembly of domestic vehicles, the enterprise proposed to continue to recognize the component certificate issued in accordance with the ECE - European Economic Commission and the results of the COP evaluation in accordance with applicable regulations without testing, certifying in Vietnam as required in Decree 116.
Particularly, the enterprises requested the Ministry of Transport to develop and promulgate a Circular guiding and regulating on quality inspection of domestically-made vehicles soon, (replacing Circular 30/2011/TT-BGTVT and 54/2014/TT-BGTVT) to ensure sufficient time for the enterprises at least 6 months before the application date of Decree 116 April 17th, 2019, to prepare relevant conditions, correspond to the new regulations. The Ministry should continue to recognize the COP certificate, and evaluation result of foreign countries for the components to produce and assemble the vehicles.
