Re-organization of teams at Customs Branches under Hai Phong Customs Department

VCN- The General Department of Vietnam Customs has issued Decision No. 1885 / QD-TCHQ dated 11 April 2018 regulating the organizational structure of Customs Branches, Customs post-clearance audit units and control teams under the Hai Phong Customs Department.

Accordingly, the organizational structure at the Customs Branch of Hai Phong port Zone 1 and the Customs Branch of Hai Phong port, Zone 2 remains unchanged, including the teams as follows: General Team; Tax Administration Team; Import-Export Procedure Team; and Customs Surveillance Team.

At the Customs Branch of Hai Phong port Zone 3, the teams shall be kept unchanged, including: General Team; Tax Administration Team; Import-Export Procedure Team; Customs Surveillance Team and Cat Bi International Airport Team.

The structure at the Customs Branch of Dinh Vu Port is still composed of teams as follows: General Team; Tax Administration Team; Import-Export Procedure Team; Customs Surveillance Team; The Customs procedures team for entry and exit, and Lach Huyen Port Inspection and Supervision Team.

The organizational structure at the Customs Branch managing the investment-processing still consists of 3 teams: General Team; Investment Procedure Team and Processing Team.

With Customs Branches of Export Processing Zones and Industrial Parks of Hai Phong; Hung Yen Customs Branch, Hai Duong Customs Branch and Thai Binh Customs Branch, the organizational structure still consists of 2 teams: General Team and Professional Team.

The Customs Branch of post-clearance audits is composed of 4 teams: General Team; Post-clearance Audit Team No.1; Post-clearance Audit Team No.2; Post-clearance Audit Team No.3 and Post-clearance Audit Team No.4.

For the Customs Control Team in Hai Phong, the organizational structure includes 4 teams: General Advisory Team; Customs Control Team No.1; Customs Control Team No.2 and Vehicle Patrol Team. The new structure no longer includes the Drug Control Team.

With this new decision, the structure of the Customs Branches, post-clearance audit units and control teams under the Hai Phong Customs Department has remained almost the same with the total number of 40 teams.

In this decision, the Director General of Vietnam Customs, Mr. Nguyen Van Can assigned the Director of Hai Phong Customs Department to define the functions and tasks of the Customs Branches, Teams and Groups in conformity with the centralized management requirements and in accordance with the Law. At the same time, Vietnam Customs shall arrange and allocate cadres and civil servants in the current payroll.

This Decision takes effect from the date of its signing and abolishes previous regulations which are contrary to this Decision.

It is known that the organization of the apparatus is carried out by the General Department of Vietnam Customs in accordance with Decision 2094 / QD-BTC promulgating criteria for establishment, reorganization of teams and groups under the provincial / municipal Customs Departments, and inter-provincial / municipal Customs Branches.

Previously, the issue of these criteria was proposed by the General Department of Vietnam Customs on the orientation of reducing the organizational structure in accordance with the Party and Government guidelines, and to develop a criterion to have clear departments for the establishment and reorganization of Customs Branches under the provincial, inter-provincial or municipal Customs Departments. The criteria are based on the requirements of State management of Customs, declarations and the number of importers to clearly show the amount of work.
