At the Government’s monthly press conference on the evening of November 5, in Hanoi, representatives of the ministries answered questions related to the cases of cars, textbooks, and videos with the “nine-dash line” map.

According to Deputy Minister of Culture, Sports and Tourism Trinh Thi Thuy, with the case of the cartoon Abominable with appearance of the “nine-dash line” image, the Ministry had enforced discipline to individuals and organisations as heads of the film inspection council, the Cinema Department and the Cinema Center.

Thuy said, this is not only a specific case but also cases like this may happen again. Thus, the Ministry has requested relevant agencies to consolidate the workforce, supplement modern tools, research and develop software to review images, sound and speech to deploy the task and require their forces to raise the sense of vigilance and responsibility in the task performance. In addition, the ministry has also improved the national film inspection council, invited experts to assist with the content inspection.

“This is a long-term task, so not only relevant agencies but also enterprises engaged in importing cultural products must also improve their sense of responsibility and should not completely entrust the inspection agencies," said Thuy.

Regarding the case of the textbook at the Hanoi University of Business and Technology, there is also the "nine-dash line" map, Deputy Minister of Education and Training Nguyen Huu Do said that the main responsibility belongs to the university’s inspection council and the principal.

The Ministry requested the university to implement three tasks. First of all, stopping and withdrawing textbooks with the “nine-dash line” map; reviewing the all textbooks in use and clarifying violations and strictly handling them.

Deputy Minister of Industry and Trade Cao Quoc Hung said that the Ministry determined that these were serious cases violating current regulations. Regarding the import of cars with Global Positioning System (GPS) equipment using the nine-dash line map, the Ministry has asked agencies to review and Customs forces to strengthen inspection of imported cars, closely inspect the map and the software used in cars.

He also added that from the beginning of November, the Ministry of Industry and Trade issued a written request to the agencies of the Ministry and the provincial Industry and Trade Departments to review the commercial activities in their areas, intensify the inspection and supervision of images of law violations and violations of national sovereignty.

In particular, the Ministry of Industry and Trade recommended enterprises to proactively review information, contracts, and features of products to detect images of violations, and raise awareness and responsibility for national sovereignty.

Sharing the same view, the Minister and Chairman of the Government Office Mai Tien Dung said that the responsibility to "leak" images of violations of sovereignty firstly belongs to the film inspection council and the film import enterprises. However, this is a new problem, so it is recommended that agencies should soon issue regulations and mechanisms to manage and handle responsibilities more clearly.
