Prime Minister requests to enhance the rice exports

The Prime Minister requests to promptly complete the Strategic Plan for Rice Export Market Development.

Accordingly, the Prime Minister assigns the Ministry of Industry and Trade to chair and collaborate with relevant authorities to monitor and closely grasp the situation of world rice trade and information on the needs and demands of import markets to guide and propagate to rice export localities and traders in a timely fashion; closely coordinate with the Ministry of Agriculture and Rural Development to promptly know the volume of rice commodities in each period and each season, especially harvesting season to have timely solutions for rice consumption, ensuring profits for farmers.

Also urging to complete the Strategic Plan for Rice Export Market Development to report to the Prime Minister in May 2017.

The Ministry of Industry and Trade chairs and collaborates with the relevant authorities to review and issue solutions to remove difficulties and shortcomings to develop a plan to further enhance the promotion of rice trade in 2017 in line with its competence and the law, especially traditional centralized markets, key markets and potential markets; in case failing beyond competence, the Ministry should report to the Prime Minister.

The Prime Minister also assigns the Ministry of Industry and Trade to chair and collaborate with the relevant authorities to direct the rice export localities and traders to effectively implement the policy on material area development or cooperate and make orders with rice farmers under an issued roadmap issued enclosed with related directions of the Prime Minister.

The Prime Minister assigns the Ministry of Agriculture and Rural Development to chair and coordinate with the relevant authorities to study, develop and issue national standards on rice as a basis for inspection and compliance with the market requirements; and report to the Prime Minister on the results in the second quarter of 2017.

At the same time, reviewing and disseminating provisions of markets and Vietnam’s international commitments on quality standards, quarantine, food hygiene and safety and issuing measures to replace drugs containing hazardous ingredients that cause chemical residues in rice products in inconsistency with requirements of each import market.

The Ministry of Agriculture and Rural Development shall chair and collaborate with the relevant authorities to study an investment plan on international standard laboratories in the Mekong delta in order to reduce expenses for rice exporters and producers. Export rice; and report to the Prime Minister in the second quarter of 2017.

The Prime Minister appoints the Ministry of Finance to chair and coordinates with the Ministry of Defense (the Border Guard Command) and the People's Committees of the concerned border provinces to state the actual volume of rice imported and exported, purchased and sold across borders. Particularly for the sales and exchange of rice through sub-border gates and trails where there are no Customs forces, the Ministry of Defense (the Border Guard Command) shall direct Border Guards forces to state fully in accordance with tasks described in the Government’s Decree No. 112/2014/ND-CP dated November 21st, 2014 and notify the Customs forces in those areas to summarize.

The State Bank of Vietnam continues to direct the effective implementation of credit policies on the fields of rice production, trading and export as prescribed; Promptly remove difficulties and problems; in case failing beyond competence, the SBV should report to the Prime Minister.

Falling demand and overseas competition are expected to bite into Vietnam's rice exports.

The Prime Minister appoints the Vietnam Food Association to continue to improve its structure, enhance operational efficiency; and promote the role of supporting traders in production and business activities, especially in production combination, material area development, brand development and seeking customers and rice export market; and effectively regulate and support leading traders in the transaction and implementation of centralized contracts; and strengthen to grasp the market situation, promptly suggest solutions to promote export, maintain and expand the rice export market.
