Prime Minister's telegram promoting growth, controlling inflation, and stabilizing the macroeconomy in July and the third quarter of 2024

VCN - Prime Minister Pham Minh Chinh has just signed and issued Official Dispatch No. 71/CD-TTg dated July 21, 2024 on key tasks and solutions to promote growth, control inflation, and stabilize the macro economy in July and the third quarter of 2024.

According to the Directive, the socio-economic situation of Vietnam in the first 6 months of 2024 has demonstrated a positive recovery, with each month better than the previous one and each quarter higher than the previous one.

Despite the positive recovery, the socio-economic situation of Vietnam still faces many difficulties and challenges. To successfully implement the goals and targets of the Socio-economic Development Plan for 2024, and to turn sorrow into action following the passing of General Secretary Nguyen Phu Trong, the Prime Minister has instructed ministries, agencies, and localities to resolutely and effectively implement the Resolutions and Conclusions of the Central Committee, the Politburo, the National Assembly, the Government, and the Prime Minister, especially the tasks and solutions outlined in Resolutions No. 93/NQ-CP dated June 18, 2024, and No. 108/NQ-CP dated July 10, 2024.

In particular, the Prime Minister has instructed the following key tasks and solutions to be focused on in July and the third quarter of 2024:

Continue to promptly address difficulties for the people and businesses

Step up disbursement of public investment capital, using public investment to stimulate and lead private investment, and promote public-private partnerships

Strengthen discipline and order in state budget and finance

Continue to thoroughly practice thrift and reduce current expenditures to allocate resources for investment development and social security

Boost production and export, develop the domestic market, ensure energy security and food security

Strengthen measures to prevent and respond to climate change and natural disasters, and not be caught off guard; continue to promote the development of green and clean energy, and soon complete the Project on developing a carbon market in Vietnam

Pay more attention to the fields of culture and society

Focus on completing institutions, laws, mechanisms, and policies to immediately remove difficulties and obstacles, and unleash resources for socio-economic development

Strengthen administrative discipline and order; strictly implement the Government's working regulations and the Prime Minister's instructions

The Prime Minister assign the Government Office to monitor and urge the implementation of this telegram.

In Directive No. 71, the Prime Minister has assigned the Ministry of Finance the following tasks: effectively implement policies on extending the deadline for tax and land use fee payment, reducing VAT rates, and reducing fees and charges that have been issued; urgently study the impact, complete, and propose to the Government a Decree on the level of registration fees for domestically manufactured and assembled automobiles in July 2024.

Resolutely implement digital transformation, regulations on electronic invoices, especially promote the application of digital transformation in revenue and expenditure management, improve the effectiveness and efficiency of state budget revenue and expenditure management; ensure full, timely, and adequate collection, expand the tax base and combat tax evasion, especially from e-commerce to compensate for the decrease in revenue due to the implementation of support policies, and complete the assigned revenue estimate at the highest level

The Ministry of Finance will take the lead in coordinating with ministries, agencies, and localities to closely monitor the situation, proactively forecast, calculate, and update inflation scenarios to build an overall price management scenario. Ministries, agencies, and localities should proactively assess the impact on inflation, calculate, and prepare ready-made plans and roadmaps for adjusting the prices of goods and services managed by the State when there is room and conditions allow, with an appropriate level and timing, to avoid concentrating on the same time.
