Accordingly, the National Steering Committee 389, Steering Committee of ministries, branches and provinces, need to enhance, guide and direct competent forces in order to promote anti-smuggling, trade fraud and counterfeit during the Lunar New Year 2018, especially in the key areas and sectors of smuggling, trade fraud and counterfeit.

The competent authorities and forces in each level need to enhance patrols, inspections and controls, in order to discover and prevent smuggling, trade fraud and counterfeit in the management areas and fields in a timely manner.

Specifically, the police, market management and specialized inspectorates forces, need to coordinate in controlling the domestic market, intensifying the inspection, detection and handling of smuggling, trade fraud, production and trading of counterfeit goods, prohibited goods and poor quality; To intensify the specialized inspection and examination on business conditions, level of compliance on the tax regime, vouchers, origin, labels and quality standards of goods.

The Customs and the Border Defence force shall coordinate in; controlling, detecting and handling smuggled and illegally transported goods cross border, trade frauds in border-gate areas, canals, rivers, and all other border areas. To take measures to strictly control goods and luggage of passengers on entry or exit via airlines, land and sea border gates. Thus, they can promptly detect and handle violations, and prevent disturbance for passengers who have a high level of compliance to the law.

The Coast guard force shall chair and coordinate with the Customs forces, border defense and the local authorities at all levels in intensifying patrols. Control and fight against smuggling and fraudulence of petrol and minerals in the sea, especially the key sea areas in the Northeast and Southwest.

Furthermore, to promote propaganda in newspapers, radio and mass media at both central and local levels under the guidance of the National Steering Committee 389 in the Regulation on information provision that is promulgated together with Decision No. 01/QĐ-BCĐ 389 dated 25/1/2017.
