Pilot declaration and payment of electronic registration fees for automobiles and motorcycles. |
Draft regulations and the pilot project will apply to individuals, organizations and businesses; dealers of motorcycles and automobiles (authorized agencies for declaration and payment of registration fee as prescribed in the law) to register vehicles in Hanoi, Ho Chi Minh City and Binh Thuan.
The declaration and payment of electronic registration fees will be applied when:
Implementing electronic registration fees for imported and domestic manufacturing or assembling automobiles and motorcycles (new types) subject to registration at police offices, except individuals, organizations and businesses which are exempt from registration fees.
The payment of electronic registration fees can be made through banks, such as: Joint Stock Commercial Bank for Investment and Development of Vietnam (BIDV); Joint Stock Commercial Bank for Foreign Trade of Vietnam (Vietcombank); Joint Stock Commercial Bank for Industry and Trade of Vietnam (Vietinbank); and Vietnam Bank for Agriculture and Rural Development (Agribank).
About the process of registration fees, the Circular stipulates that taxpayers declare certificates of quality and technical safety and environmental protection at the electronic portal of the General Department of Taxation, then the electronic portal of the General Department of Taxation will send queries to the application system of the Vietnam Registry Department to receive and display the information on the declaration.
After taxpayers complete information on the declaration, taxpayers will use authentication codes to perform electronic transactions through the electronic portal of the General Department of Taxation. Then, the General Department of Taxation will transmit the entire registration fees on the system of registration fees for accounting.
In addition, taxpayers can make tax payment in the form of internet banking.

Draft regulations start to take effect from January 2017 to the end of June, 2017.
