Motor Register agency ready to apply new emission itinerary

There are just more than two months until the application of Decision 49/2011/QD-TTg, how is the preparation of the Motor Register Agency in testing the new emission standards currently, sir?
Implementing Decision 49/2011/QD-TTg of the Prime Minister, as well as implementing the guidelines of the Ministry of Transport, the Vietnam Motor Registry has prepared all the elements of legal normative documents, facilities, equipment and also human resources for inspection and testing emissions according to the schedule.
Specifically, the legal normative documents: the Ministry of Transport has issued two circulars to promulgate 2 national technical regulations on emissions: Circular 33/2015/TT-BGTVT 27-4-2015 promulgated national technical regulations on emission levels 4 for cars which are newly manufactured, assembled and imported, Registration number: QCVN 86: 2015/BGTVT and Circular 45/2014 / TT-BGTVT 3 -10- 2014 promulgating national technical regulations on emission levels 3 for two-wheel motorcycles newly manufactured, assembled and imported, Registration number: QCVN 77: 2014 / BGTVT.
Regarding infrastructure, technical equipment and staffing: The National motor vehicle emission test center (NETC) under the Vietnam Motor Registry is fully equipped with modern equipment and inspectors who were trained in Europe, to ensure the readiness of staff to implement vehicle emission testing in accordance with the roadmap announced by Decision 49/2011 / QD-TTg. With facilities and equipment at present, NETC can be ready to test vehicle emissions equivalent to EURO 5.
What do you think about the impact of the application of the new emission standard itinerary for manufacturing and assembling enterprises, as well as imported vehicles, will this make it difficult for enterprises?
Itinerary application was published by Decision 49/2011/QD-TTg from 2011. Therefore, the state agencies and production companies as well as importers had 5 years to prepare. We also need to understand that, all countries in the world are currently applying EURO 6 emission levels. Other countries in the region are also applying EURO 4 emission levels so that the application for Vietnam will not be difficult. If there is full support and preparation from the ministries and relevant sectors, it will be smoothly implemented. obviously, if not prepared and planned methodically, enterprises will have difficulties.
Of course, it must be added that, Vietnam is integrating deeply into the economy of the region and the world. The government is building an open business investment environment for enterprises. Therefore, the relevant agencies should also consider adding the opinions of enterprises to implement the emission control itinerary.
Expected after 1-1-2017, on the market, the categories of fuel may increase by 3 times. This will make it difficult for State management agencies when managing taxes, fees and anti commercial fraud; difficult for petroleum wholesale enterprises, petroleum distribution traders due to have additional investment in distribution system infrastructureand internal management systems; difficult for consumers in choosing the appropriate type of petrol. With a series of difficulties mentioned above, is the application of emission standards itinerary from 1-1-2017 actually possible, sir?
To implement this issue, it is necessary that all the involved agencies and departments must jointly perform. It will be completely done if there is consensus. For more information about implementation, please contact directly with the Ministry of Industry and Trade.
As you said, many countries around the world have applied a higher emission standard than Vietnam long ago, while under Decision 49/2011/QD-TTg, everything in Vietnam would really change from next year. However, look at the reality, smooth application is also quite challenging. In fact, some experts believe that we should postpone application time for a better preparation. What is your point of view?
As mentioned above, we have 5 years to implement in accordance with Decision 49/2011/QD-TTg. It will be completely done if there is consensus. Of course, from the sides of people and enterprises, the relevant authorities need to listen to other opinions to perform well the emission control itinerary.
Can you tell us, if practical application ofthe emission itinerary from 2017 is effected,how will the cooperation and support of the Motor Register agency with enterprises and the community be favorable, with smooth inspection and testing?
In recent times, the Vietnam Motor Registry has fully prepared documents, technical facilities, equipment, and people to get ready for the testing of emissions standard level 4 on cars, and level 3 for two-wheels motorcycles.

The Vietnam Regisry has informed production, assembly and import companies to perform the itinerary issued by the Prime Minister. Specifically: the Vietnam Registry has informed all production and import companies via Notification No. 3649/DKVN-VAQ 15-9-2015 promulgating the time of application of National Technical Regulations emission level 4 for cars production, newly assembled and imported, registration number: QCVN 86: 2015/BGTVT and Notification No. 5555/DKVN-VAQ issued on 31-12-2015 promulgating the time of application of national technical regulations emission level 3 for two-wheel motorcycles newly manufactured, assembled and imported, registration number: QCVN 77: 2014 / BGTVT.
The Vietnam Registry stands ready to support and guide the assembly, production and import companies to properly implement the provisions of the production, assembly and import of motor vehicles, including timely implementation of the application of the emissions itinerary in accordance with Decision 49/2011 / QD-TTg of the Prime Minister.
