MoF places businesses and people at the heart of administrative reform

Making great efforts in leading role on administrative reform

Institutional reform and administrative procedure reform are always considered a key task by the MoF. Legal documents regulating administrative procedures have been developed by the MoF in the direction of strictly controlling the promulgation of administrative procedures, fully assessing the impact of administrative procedures, reducing and simplifying procedures, focusing on the fields of tax, customs, and state budget.

In 2023, the MoF has strictly controlled administrative procedures within the scope of its management authority with the goal of comprehensively reforming administrative procedures associated with the development of e-Government and digital transformation process to facilitate people and businesses, contributing to improving the business environment and enhancing national competitiveness.

The ministry proposed to abolish administrative procedures that are no longer appropriate or revise them in a specific, clear and simple manner, facilitating to individuals and organizations in carrying out procedures.

As of December 25, units under the MoF have conducted impact assessments on 86 administrative procedures in 15 draft legal documents in the fields of public assets, taxes, accounting, audit, price, insurance, customs, ... The MoF provided optimal options and solutions for promulgating new procedures or amending and supplementing administrative procedures under the management of the Ministry of Finance.

As of December 25, the MoF reviewed and issued 13 decisions announcing the abolition of 33 administrative procedures; amended, supplemented and replaced 26 administrative procedures; announced 3 new administrative procedures in management fields. The total number of valid administrative procedures under the management of the MoF was 774 procedures.

Actively applying information technology

The MoF has improved and developed IT application to the operations in the direction of modernization, meeting the state management needs of the Ministry with the goal of facilitating for people and businesses. The ministry has determined that promoting the provision of online public services is a top priority in the process of building e-Government and digital Government.

As of December 25, 2023, 100% of administrative procedures under the jurisdiction of the ministry and its affiliated units are provided as online public services. 774 online public services are under the management of the ministry, including 367 full online public services and 127 partial online public services and 280 information provision services for organizations and individuals.

“The MoF has integrated 774 procedures to the National Database on administrative procedures; promoted the application of electronic invoices and invoices created from cash registers nationwide, especially for specific industries with regular and continuous operations with small value of each invoice but large volume of invoices, including catering, restaurants, hotels, and petroleum operators. The MoF is very proactive in this matter,” Deputy Prime Minister Le Minh Khai said.

The MoF has achieved positive results in modernizing the fields of tax, customs and treasury. Regarding the tax sector, 922,181 businesses out of a total of 922,649 have used electronic tax declaration services, reaching a rate of 99.95%. From January 1, 2023 to present the ministry has received 15,602,319 electronic tax declarations.

In the Customs sector, the Ministry has deployed information technology applications to facilitate import and export activities, aiming to build a smart Customs model. Along with that, the Ministry continues to coordinate with ministries and sectors to process administrative procedures on the National Single Window.

Currently, 250 administrative procedures of 13 ministries and sectors with the participation of more than 67 thousand businesses have been processed via National Single Window. The Ministry has controlled, supervised and maintained stable operation 24/7 of the VNACCS/VCIS system and centralized information technology systems of the Customs sector, ensuring security, safety, and smooth customs clearance for imports and exports.

In the Treasury sector, 100% of administrative procedures have been provided as full online public services and integrated on the National Public Service Portal for 100% of units that are required to participate in the online public services. Currently, the MoF has cooperated with the Government Office and relevant units to promote the collection of fees, charges and fines on the National Public Service Portal, creating favorable conditions for payers and service providers to save cost and time for collection.

In 2024, the Finance sector will continue to innovate administrative processes and procedures to resolve internal affairs between agencies and units under the Ministry in the direction of simplification and integration with promoting the application of information technology, developing digital Government; regularly review and evaluate administrative procedures during implementation; restructure processes, reduce and simplify cumbersome and overlapping administrative procedures that cause difficulties for individuals and organizations.

The MoF will consider and propose solutions to remove problems in mechanisms and policies, and reduce the time and costs of implementing administrative procedures in the financial sector by promoting dialogue and collecting feedback from people and businesses; strengthen inspection, supervision and assessment of effectiveness, and measure satisfaction of people and businesses for public service performance.

According to Deputy Prime Minister Le Minh Khai, the MoF is the leading authority in promoting administrative reform, digital transformation, and building e-Government, restructuring in a streamlined and effective manner.

In terms of administrative reform, the MoF has been in the top 3 ministries and ministerial-level agencies for the 9th consecutive year leading the administrative reform index. The Ministry has implemented 150 tasks, of which 148 tasks have been completed, and 2 tasks have been performed.
