According to statistics from the Quang Ninh Customs Department, in the first six months of 2017, the Department has received 16,975 containers which are transported from border gate to border gate, valued at US$ 523.1 million, down 18.4% in volume and down 32% in value compared to the same period in 2016. There were 9,911 containers of aquatic product and seafood (valued at US$ 399.8 million) and 7,046 containers of wine, cigarettes, electronics, leather, mink, and sugar (value at US$ 123.3 million). Temporary imports for re-export, bonded warehouses mainly from the Customs Branches in Hai Phong port were supervised and actually transported through the Customs clearance points in Bac Phong Sinh, Hoanh Mo, Mong Cai, Van Gia (Quang Ninh ).

Before the management software for goods which are transported from border gate to border gate was launched, Customs officers had to manage by manual methods; and the implementation time was prolonged, the statistics and report were inaccurate and unreasonable. Some Customs units carried out the management by Excel. However, the informatics levels of Customs officers were not similar, leading to loss of data and inaccurate reports.

The Information Technology Division is assigned by the Customs Department to study and survey for building the software for managing of goods which are transported from border gates to border gate to speed up the implementation of Customs procedures from the stage of receiving dossier to the supervision to unify management of these goods.

The leader of Information Technology Division said that the software was built on Web technology and centralized data. Accordingly, the software is expected to ensure utilities and features on database system (information storage on hand-over report, declaration, and supervisor according to Circular 38/2015 / TT-BTC and Decision No.1966/QD-TCHQ); Receive information and assign Customs officers to handle and complete dossier. The software is installed on the server and the program is run on each computer, leading to easy and convenient implementation. The saving of data is configured automatically to minimize the loss of data and avoid to loss of formula and data when using Excel. Especially, the program grants user accounts and decentralize power for each Customs officer, so that Customs officers are only permitted to view the data under their power. The previous stage will monitor the following, thereby minimize errors in receiving dossiers.

For example, when being assigned supervision, if the leaders detect any errors at the receiving stage, they may transfer that dossiers to the receiving stage for revision, if it is correct the dossier shall be transferred to the supervision stage. At each stage has a note part for Customs officer to write down necessary information to handle the dossier as soon as possible without making a call to each other.

The supervision can be re-assigned for other Customs officer for dossiers which have been not supervised, leading to flexible supervision. Especially, at the stage of supervision, only Customs officer which is assigned to supervise the dossier can log in the software to see the process. Moreover, before entering the result of supervision, the software will provide the confirmation code to minimize errors and mistakes. In addition, a container which is transported to another place will be entered the data box “the list of container/ license plate out”, the software will automatically calculate as well as count the actual number of containers that are transported.

Since, the management software for goods which are transported from border gate to border gate has been launched, the statistics and report also is easier and more convenient and number of containers, value, time and place, enterprises and officers are more accurate and specific.

From the end of 2016, the software for goods which are transported from the border gate to border gate at Bac Phong Sinh Customs Branch has been developed and deployed by Quang Ninh Customs Department. After a period of effective pilot implementation, the software has been applied in 3 Customs Branches: Hoanh Mo, Mong Cai and Van Gia since May 2017.
