According to VCCI, the issue of the Resolution on enterprises support and development by 2020 in a "record" short time, with the principal targets, and effective and feasible tasks and solutions, and assignment of specific responsibilities, demonstrates the high political determination of the Government and the Prime Minister in creating a comfortable, safe and friendly business environment in order to build up a strong Vietnamese business community with competitiveness and sustainable development.

The business community highly appreciated and happily and actively agreed with the issue of the Resolution and expected that it would be soon applied in practice and really facilitate the development of enterprises.

However, VCCI also said that besides many ministries and localities early and effectively and drastically implemented the Resolution, there are some ministries and localities still slowly implemented or deployed in formal manner.

"This leads to the situation of drastic directions of the upper levels but implementation in formal form of the subordinates, that reduces the effectiveness and impact of the Resolution to the business environment and supports enterprise development in a timely fashion," reported by the VCCI.

According to VCCI, most of the action programs also followed the tasks assigned by the Government in Resolution 35/NQ-CP and some administrative reform targets mentioned in Resolution 19/NQ-CP. All the action plans have detailed plans for specific activities to implement the tasks and solutions mentioned in the action programs. Many provinces regulated specific time to complete the activities.

However, the majority of action programs of the implementation of the Resolution do not clearly stipulate the sanctions for units which did not deploy or deploy ineffectively.

VCCI also said that some provinces and cities did not clearly assign to sub-units the time of implementation of the action programs. Some provinces specify the targets of the administrative procedure reform under the Decision No. 09/2015/QD-TTg dated May 23, 2015 of the Prime Minister promulgating the regulations on the implementation of the Single Window and Inter-agency Single Window mechanisms at the local State administrative agencies. Most provinces did not highly appreciate the supervision role of the Fatherland Front and business associations and professional social organizations.
