That is the direction by Deputy Director General of Customs Mai Xuan Thanh at a recent meeting on the management of goods under customs supervision.
Accordingly, the Deputy Director General requested to review, study and propose contents to be included in the Circular replacing Circular 39/2018 / TT-BTC amending and supplementing Circular 38/2015 / TT-BTC towards ensuring strict and effective management and preventing frauds.
Besides, effective application of approved technology solutions (electronic positioning seal, surveillance camera) combined with information analysis and risk assessment by customs officers.
Classification for specific assessment of each type of goods under customs supervision, thereby introducing appropriate management measures and forms;
Analysing clearly subjects of declaration (shipping firms, transportation units, importing enterprises ...) to apply appropriate management and sanctions;
In addition, it is necessary to clarify the level of detail in the declaration of goods names, types, quantities in accordance with each goods under customs supervision (transshipped goods, transit goods and goods subject to border gate to border gate transportation).

The units are also assigned by the Head of the General Department of Customs in accordance with their functions and tasks to complete the procurement, equipment and put into use of technological solutions, ensuring the management of goods under customs supervision.
