Making fake dossiers to import
Police investigation Police of Ho Chi Minh City has just finished investigating and proposing the prosecution of five subjects, including Tran Quoc Vuong (born in 1977, resident of District 10, Deputy Director of Tran Le Minh Company) Pham Dinh Huan (born in 1981, resident of District 9), Nguyen Hoa Hieu (Director of Khanh Huy Company), Vu Van Dung (born in 1970, Gia Hung Company, Long Binh Company, Nguyen Mong Hung (born in 1968, resident of District 12), Duong Minh Truong (born in 1984, Director of Minh Ky Co. Ltd.) on the charge of "smuggling".
According to the police investigation, in 2017, Tran Quoc Vuong established Tran Le Minh Company (District 12). Through business cooperation, Vuong knew some people in Japan to ask for the collection of equipment and machinery produced by Japan before 2000, including: lathe, milling machine, plastic machine. Although he knew that the import goods were used machines, equipment and technology lines, beyond 10 years from the date of manufacture, and did not meet the import conditions, he still used the legal entity Tran Le Minh, and hired many established companies, established records to import large quantities of goods from Japan to Vietnam for consumption.
Vu Van Dung, managing director of Gia Hung, Long Binh and Anh Duong, said that by the beginning of 2016, through his friends, he contacted Dung to conduct import procedures for used equipment and goods to Vietnam. When the goods arrived at Cat Lai port, Dung carried out the importing of goods procedures and delivered to Vuong at the branch of Khanh Huy Co., Ltd. According to the plan, when 6 containers arrive at Cat Lai port, they know that the goods are not eligible for import, Dung instructs Pham Dinh Huan, an employee of Anh Duong company, to make the fake import dossiers for Vuong with a view to benefit from the wages . The subjects have forged the shipping bill of the shipping line, forged contracts between the three companies operated by Dung company with the Japanese company, the goods list ... Dung admitted, with these tricks violating the conditions in Circular No. 23/2015 / TT-BKHCN of the Ministry of Science and Technology, which regulates the import of used machinery, equipment and technology chains (1/7/2016). Currently, Dung and his accomplices have completed import procedures for 108 batches of goods with a service fee of 48-55 million per container, after deducting expenses, Dung benefited from 2.5-3.5 million VND / container.
With similar tricks, Nguyen Mong Hung - Warehouse Manager for Tran Quoc Vuong hired Nguyen Minh Truong (Director of Minh Ky Truong Co., Ltd.) to use Minh Ky legal entity to fake documents to import used machines. After the shipment was inspected and brought to preserve, after waiting for the results of Truong’s inspection, then taking the machines to the Khanh Huy Company warehouse, and these used machines were assigned to Hung to consume. With these tricks, Mr. Truong has imported 40 containers of old machinery and equipment, profit 200 million.
In total, Tran Quoc Vuong has paid 135 lots worth 428 million Japanese yen (equivalent to about 90 billion dong) to foreign partners.
Purchase of assessment certificate
In the smuggling route, Dung plays an important role in setting up many companies, using legal entities to import procedures in the form of a package. At the same time, he directed the employees to fake the import dossiers so as to open the declarations on the import of machinery and equipment not in line with the actual conditions of the imported goods. In particular, due to the ineligibility of importation of machinery, in order to obtain the inspection certificates for the completion of the import procedures, the objects were connected to a number of employees of the three companies to purchase the certificates with prices range from 2.5 million to 5 million VND.
During the investigation, the investigation agency determined that hundreds of containers of machinery and equipment were prohibited from importing this line to Ho Chi Minh City. Examination of a series of warehouses of Tran Le Minh Company and some related companies, scouts have recorded seizing thousands of tons of used machinery and equipment.
In order to have thousands of tons of machinery and equipment, Vuong rented 3 large warehouses in Binh Tan District and many other warehouses in HCM City to contain smuggled goods. At the two offices of (Tran Le Minh Company of Vuong and Gia Hung of Dung), the authorities seized a large number of documents and seals related to the smuggling of goods. In which there are many seals, signatures of foreign names, documents with seals, blank signatures of some agencies, units and seals of many companies founded and operated by Dung who smuggled goods to many shippers in very large quantities.
After the catching of the trailer truck carrying used machinery, there were no vouchers at Ten Lua road, Tan Binh District, Ho Chi Minh City, 28/8/2012, the investigation police of Ho Chi Minh City have urgently arrested Tran Quoc Vuong and Vu Van Dung to investigate smuggling behavior. During the investigation, the police arrested three more people involved in the smuggling line mentioned above; the subjects have claimed the largest smuggling machine line. The investigation of the case has been forwarded to the People's Procuracy of Ho Chi Minh City by the Public Security Office for the prosecution.
From July 2016 until the discovery, Vu Van Dung and his accomplices have completed the import procedures for Tran Quoc Vuong 108 shipments with service charges from 48 to 52 million VND per container, after deducting the costs, Dung will benefit from 2.5 -3.5 million / container.. |
