Lao Cai Customs: best efforts to fulfill budget task

Efforts day by day
As of December 15, Lao Cai Customs Department collected VND2,020 billion under the General Department of Customs statistics, reaching 98.06 percent of the entire year’s estimate (VND2,060 billion) and 93.52 percent of the desired target assigned by the General Department of Customs (VND2,160 billion). Compared to departments with ten-billion revenue, Lao Cai Customs Department’s revenue is at a good rate, but to fulfill the two above targets, it requires high efforts in the period at the end of the year.
Lao Cai Customs Department’s performance in 2019 shows that revenues in recent months tended to increase more significantly than those in the first months of the year, but the revenues were up and down dramatically
Particularly, in the first three quarters, the department collected VND1,614 billion, an average of VND180 billion per month. In October, the revenue increased toVND205 billion, 14.5 percent higher than the average of the first nine months. In November and the first half of December, the Department revenue was only VND201 billion.Thus, the average revenue was only VND134 billion per month, much lower than October and the previous months.
In fact, different from units in the Customs sector, Lao Cai Customs Department’s revenue mainly comes from exported minerals. However, in recent months and in 2020 as well as following years, under the Government’s policy of discouraging the export of minerals to ensure supply for local steel production plants which have been operated stably, the revenue from this source decreased significantly, affecting the department’s total revenue.
In addition, imported fertilizer products contributed large revenue, but was sharply declining because the local fertilizer products plants have been operated stably and produced outputs meeting the demand of the agriculture. On the other hand, some fertilizer importers changed into the regime of temporary imports for exports to foreign markets.
Moreover, key investment projects in the province have been put into operation, so imports of equipment and machines declined, leading to a decrease in state revenue.
Anti-revenue losses through value
From now to the end of 2019, Lao Cai Customs must collect VND40 billion to meet the estimated target or VND140 billion to meet the desired target of the whole year, but with unpredictable developments, the fulfillment of these two targets is not easy.
Therefore, Lao Cai Customs Department’s leaders have directed its units, especially border gate Customs Branches, to strengthen solutions of budget collection together with measures to prevent revenue losses and prevent new tax debts.
The representative from Lao Cai Customs Department said that some key solutions have been set out such as: continuing solutions to strengthen budget collection under the directions of the Ministry of Finance, the General Department of Customs, and People’s Committee of Lao Cai. Accordingly, focusing on customs value inspection during the customs clearance for imported and exported goods, preventing enterprises declaring low value for imports and exports with high tax rate, even goods with tax rate of 0 percent.
At the same time, collecting outstanding debts, fighting against delayed payments, bad debts and irrecoverable debts; strengthening post – clearance audit and specialized inspections in which inspecting key goods, green channel declaration, law compliance of enterprises with high tax risks.
Furthermore, deploying solutions to facilitate the business community, e-tax payment 24/7 program and authorized collection program; enhancing attraction of importing enterprises, especially enterprises operating in Lao Cai province but declaring customs procedures outside the province.

According to preliminary updates by Lao Cai Customs Department from the beginning to the middle of December, the unit’s total import and export turnover reached nearly US$1,77 billion, in which exports were VND1,106 billion, and imports were nearly US$ 664 million.
