Lang Son Province: Agricultural products are difficult to be exported because of traceability

Difficulty from the business itself

Statistics from the Customs Department of Lang Son, in the first 10 months in 2018, the border gate customs department has made procedures for export to the China market, 60,000 tons of fresh litchi, 10,000 tons of dry litchi, 300,000 tons of dragon fruit, 200,000 tons of mango, 400,000 tons of durian ...

Talking with a reporter of Customs News, Ms. Nguyen Bich Nguyet, representative of Tan Thanh Agricultural Products Import Export Company said that the company mainly exports to China products such as bananas, dragon fruit, coconuts, longan, and mango. From May until now, the Chinese has applied standards of traceability for imported agricultural products from Vietnam. At the beginning, enterprises were very confused because they did not know how to deploy, and some of the dry cargoes of enterprises were returned because they did not meet the standards of stamps, labels and packing specifications.

Vietnam is increasingly integrating into the world economy and together with the movement of the market, the demand for export goods as well as the increasing demand for consumption is in the direction of deep understanding of the manufacturing process. Therefore, traceability is increasingly required for enterprises to increase the value of goods, especially agricultural exports to large markets such as China.

“The application of the regulations on stamps, labels, packaging specifications for traceability also affects businesses a lot because when exporting less, but having to invest in packaging and labels, costs increase over time," Nguyet said.

Mrs. Nguyet added that the difficulty in meeting Chinese regulations is from Vietnamese enterprises. For now, the cooperatives often buy products from farmers and traders, so there are no stamps, labels, and packaging specifications. Therefore, to ensure compliance with the provisions of the partner and not be returned, the business purchases. It must actively print, stamp, label, package, as required by the importers. Especially enterprises must also commit to the importers when coming to the new border gate, the work is convenient for export.

In spite of difficulties in export, Nguyet acknowledged that for export, the clear origin, ensuring commitment to transparency as well as responsibility for information will contribute to the enhanced capacity for the competitiveness of Vietnam's products and goods under the pressure of international economic integration.

Customs always gives priority to export agricultural products

Talking with us, Mr. Nguyen Quang Bach, Deputy Director of Customs Department of Coc Nam (Lang Son Customs Department) said that the Chinese often change policies in quarantine, consumption management of means of entry and exit; to change or adjust the border policy, to expand or limit the import of some products to the Chinese market without often informing the management of Vietnam. Therefore, since the beginning of the year, the quantity of export goods through the unit fell sharply, especially those originating from a third country.

Recently, China has stepped up the control of origin, not allowing the import of lemon, grapefruit, chili, whip, durian, mangos teen, sweet potato from Vietnam through the Co Nam border gate, which leads to export turnover through the area to fall sharply, causing difficulty in doing procedure for the export activities of enterprises, Nguyen Quang Bach added.

Understanding and sharing the difficulties of exporting enterprises as well as creating favorable conditions for the fruits and agricultural products originating from Vietnam, Coc Nam Customs Sub-Department has asked Lang Son Customs Department to recommend the People's Committee of Lang Son Province to submit a proposal to the Ministry of Agriculture and Rural Development to conduct a comprehensive review of fruit and agricultural exports of the whole country to negotiate a bilateral agreement with the Chinese. In particular, the unit also proposed to the Lang Son Customs Department to petition the People's Committee of Lang Son for putting on the list of negotiation some key fruits and agricultural products of the province such as lemon, pink, peppers, sweet potatoes ... to facilitate consumption of products and expand the market of commodities.

Under the situation of the fruit and agricultural products from Vietnam exporting to China declining sharply, Lang Son Customs has directly advised the province to set up a delegation to China to work with the authorities to find out a solution to resolve this situation. At the same time, Lang Son Customs also directed the customs departments to increase the working hours, give maximum support for export and import activities of enterprises through the border with the motto "Do all the work, not the time".

Mr. Le Duc Tho, deputy director of Lang Son Customs Department, said that in terms of fruit and agricultural products, specialized staff always provided maximum support to businesses, ensuring fast customs clearance, avoiding causing costs for businesses.

To facilitate the export of goods to China through border gates in the area, especially agricultural products, avoiding the situation of congestion of goods in the border area, the People's Committee of Lang Son Department of Public Affairs Trade, External Affairs, Transportation, Dong Dang - Lang Son Border Gate, Management Board of Economic Zone, Border Guards, Lang Son Customs, Lang Son Public Security, Region VII Plant Protection Department, have actively implemented synchronous solutions.

In particular, it is necessary to make the clearance of export channels, timely controlling means of transport to avoid the situation of congestion on the highway and routes leading to the border, strengthening the security and order, ensuring the environmental sanitation with a view to creating favorable conditions for the export of of Vietnam’s fresh fruit through the province.

The Department of Industry and Trade coordinates with relevant agencies to monitor and capture information on traceability of fresh imported fruits from the Chinese side, taking initiative in resolving or promptly reporting to competent authorities to deal with issues beyond their authority when problems arise, avoiding affecting the exports to China.
