Lang Son: Focusing resources on promoting border gate economic development

VCN - In the first 6 months of the year, import-export turnover through Lang Son province recorded an increase compared to the same period in 2022. Accordingly, in order to create favorable conditions for trade activities, Lang Son province is focusing on mobilizing investment resources, construction of infrastructure works and development of production and business at the border gate area.

That is information given by the representative of the People's Committee of Lang Son province at the regular press conference of the second quarter of 2023 held on July 7.

The turnover of import and export goods increased

According to Mr. Pham Hung Truong, Chief of the Office of the People's Committee of Lang Son province, in the first six months of the year, economic development activities and gross domestic product (GRDP) were estimated to increase by 5.32% over the same period. In which, the agriculture, forestry and fishery sector increased by 4.05%, industry and construction increased by 6.93%, services increased by 5.2%, product tax minus product subsidies increased by 3.63%.

Over the past time, Lang Son province has always paid attention to, led and directed the development of the border gate economy, gradually becoming a driving force for growth and the transformation of the province's general economic structure. In which, Lang Son province is continuing to prepare and adjust the general planning on construction of Chi Ma main border gate area to report the Prime Minister for permission to stop making partial adjustments and approve the policy of overall adjustment of the general planning on construction of Dong Dang - Lang Son border gate economic zone.

In addition, the province also focuses on mobilizing investment resources, building infrastructure works and developing production and business at the border gate area; urge and support investors to speed up the implementation of infrastructure investment projects in functional zones (Goods transshipment zone, Export processing zone 1 and some other projects).

In parallel with promoting investment, construction of works and infrastructure, in order to promote import-export activities, related agencies, departments and branches of Lang Son province regularly hold talks and exchanges with Guangxi (China) side to agree on common guidelines in enhancing cooperation and promoting import-export activities through border gates of the two sides.

With the efforts of both sides, from January 8, 2023, China began to change its policy on prevention and control of the Covid-19 epidemic, import-export activities became more favorable, functional sectors strengthened solutions to ensure safe for customs clearance capacity, maximize import-export activities at 5 border gates in the province.

Statistics show that, in the first 6 months of the year, the total turnover of import and export goods through the province increased sharply, estimated at USD 2,285 million, equaling 60.1% of the plan, up 101.1% over the same period in 2022. Export reached USD 1,280 million, equaling 98.5% of the plan, up 322.4%; In the afternoon, imports reached USD 1,005 million, equaling 40.2% of the plan, up 20.6%, Mr. Pham Hung Truong informed.

In addition, Lang Son province has also issued a plan to implement the project of construction investment and infrastructure business of VSIP Lang Son industrial park. Accordingly, up to now, 5 industrial clusters have been established, deciding on investment policies, selecting investors, and being eligible to invest in building technical infrastructure.

Currently, Lang Son province is carrying out procedures to approve the investment policy of 4 industrial clusters, and appraise the dossiers of establishing 3 industrial clusters; urging to speed up the implementation progress and soon put into operation the Ban Nhuong and Ban Lai hydropower projects; supporting investors to survey and make proposals for wind power projects in the province.

Synchronize solutions

One of the key tasks and solutions in the last 6 months of 2023 of Lang Son province continues to accelerate the implementation of infrastructure investment projects; implementing the project "Technical support for the construction of Tan Thanh - Po Chai tourism and trade cooperation zone" funded by the Mekong - Lan Thuong Special Fund for Cooperation; strengthen understanding of import-export situation and mechanisms and policies of the Chinese side.

At the same time, continue to hold talks with the Chinese side to soon re-clear secondary border gates in the province. Directing related forces to proactively plan for channeling, regulating and arranging vehicles so as not to cause congestion of goods at the border gates of the province, Mr. Pham Hung Truong emphasized.

In addition, maintaining stable production of industrial facilities, supporting investors, speeding up the progress of investment projects, the progress of site clearance for industrial development projects such as: VSIP Lang Son industrial park and industrial clusters have been approved for investment policy; concentrating on implementing the order and procedures for approving investment policies and establishing Na Duong 1, 2, 3 and Hoa Son industrial clusters 1. Urging investors to implement hydropower projects; coordinate and guide investors to propose wind power projects according to regulations.

Actively exploiting and developing the domestic market, strengthening trade promotion activities, well implementing the orientation of development of production and consumption markets of key local products; improve service quality and operational efficiency of the banking system, transport services, postal and telecommunications services.

At the same time, the province also accelerates the implementation and disbursement of public investment capital, especially key projects, regularly urges and inspects investment projects to ensure completion on schedule. Expeditiously carry out investment procedures, complete investor selection, carry out site clearance for the Huu Nghi - Chi Lang border gate expressway project in the form of BOT, striving to start construction in 2023; the project of upgrading the section Km18 - Km80, National Highway 4B, strives to start construction in the third quarter of 2023.

On the other hand, the implementation of tasks and solutions must be promoted to improve the investment and business environment, enhance the competitiveness of the province, create an open investment environment, and attract big, potential investors and corporations; guide and create maximum favorable conditions for business activities, production, import and export of enterprises.
