Lang Son Customs prevents fraud in declaration

In the first five months of the year, Lang Son Customs Department detected 769 violations, with an estimated value of over VN 18 billion, rising by 56.6% year-on-year.

Up to now, the unit has issued decisions to sanction 761 administrative violations, collecting over VND3.5 billion to the state budget; transferred one case to the Investigation Agency.

Huu Nghi Border Gate Customs Branch alone has handled about 400 violations of customs law, of which more than 300 violations were related to false declaration of goods.

On March 5, Huu Nghi Border Gate Customs Branch discovered that KNT Import-Export Co., Ltd (Cao Loc, Lang Son) registered an import declaration for one item as CNC metal processing center of TAIFENG brand. The goods are declared 100% new. However, through professional measures, Huu Nghi Customs discovered that the shipment did not match the type of declared goods and issued a decision to sanction the company and force it to re-export the shipment.

In addition to Huu Nghi international border gate, at other border gates in Lang Son province, the Customs agency also discovered many businesses committing fraud in customs declaration.

According to the representative of Huu Nghi Border Gate Customs Branch, from the arising cases, it shows that some importers have taken advantage of electronic declaration to commit fraudulent acts. It is common to declare one item but import another item or import items which are not true with the declared value or type; some businesses not only falsely declare the value of imported goods but also declare them as inventory but the actual imported goods are goods on the list of prohibited imports or goods that do not meet import conditions...

Facing with that situation, Lang Son Customs Department continues to take risk management measures; strengthen online supervision of import and export goods, apply appropriate risk control measures. At the same time, analyzing and evaluating information to build profiles of risky enterprises; establishing, managing, and applying criteria for selecting customs inspection, supervision, and post-customs clearance audit for import and export goods; luggage of passengers on entry and exit; means of transport on entry and exit.

Accordingly, through the work of collecting and processing risk management information, Lang Son Customs Department has collected and processed information for 149 enterprises; channelized 12,419 declarations on the system; discovered violations of 16 declarations, collected tax amounts of over VND160 million and imposed a fine of VND39 million.

Lang Son Customs Department has required border gate customs units and branches to proactively coordinate to collect information about businesses, subjects, and import-export goods, focusing on groups of goods at risk of value fraud, high tax rates, conditional imported goods, goods registered for intellectual property rights and high-risk businesses, promptly updated information on the information system. Along with that is strengthening the collection and analysis of information from other sources to serve the work of controlling, preventing and handling violations.

In addition to strengthening risk control, to prevent businesses from committing fraud in import and export activities of goods through border gates, Lang Son Customs has asked units to proactively collect, analyze and process information, conduct inspections when there are signs of violations for businesses importing items with high taxable values, high tax rates, sensitive items, and questionable Green channel shipments.

Mr. Vu Tuan Binh, Deputy Director of Lang Son Customs Department, said that the unit will strictly control inspection activities, regularly grasp and evaluate the situation of businesses and goods. At the same time, strictly controlling electronic customs records on the system to promptly detect fraudulent acts in the customs declaration. In particular, Customs Lang Son assigns responsibility to each specific unit and officer to monitor each shipment, and strengthen mobile supervision to strictly control imported shipments.
