Issuance anti-corruption plan in Finance sector

This plan is aimed at implementing the Decision of the Government to simultaneously strengthen the leadership, direction of executive committee and authorities at all levels and sectors in the work of anti-corruption; raising awareness, roles and responsibilities of competent levels, sectors especially responsibilities of leaders of the units. In the Plan, the Minister of Finance requested units to identify the work of anti-corruption and waste as a regular task, which is the responsibility of the political system. The heads of authorities, organizations and units which are assigned tasks to work, must actively and proactively implement the plans in accordance with the set schedule, ensure the quality, practicality and efficiency, and take responsibility for negative situations, corruption, and waste in their agencies and units.
Accordingly, the Minister asked the heads of the units under the Ministry to implement the following contents: Review and develop legal documents to regulate specifically and guide, implement the law.
The inspector of the Ministry of Finance in coordination with the Government Inspectorate is to submit to the Government for promulgating Decrees stipulating specifically a number of articles assigned in the law, and prescribing measures to enforce the law in accordance with regulations. The Department of Legal Affairs would preside over reviewing legal documents on sectors and fields under the management of the Ministry of Finance in order to amend, supplement, replace, abolish, promulgate or propose to the Government for amending, supplementing, replacing, abolishing, and promulgating modified and newly established legal documents, and ensuring the compliance with the provisions of the Anti-Corruption Law. The period of completion will be in quarter 4/2019.
Heads of the units under the Ministry according to their functions, tasks and management responsibilities would have to review and report to the Ministry to amend, supplement, replace, abolish or promulgate new regimes, norms and standard for applying in order to comply with the provisions of the law.
The units must also organize a thorough grasp and dissemination of the Anti-Corruption Law. The Minister of Finance assigned the Department of Legal Affairs to carry out propaganda and law enforcement towards the plan on Dissemination and Education Law in 2019, issued together with Decision 2408/QD-BTC dated 26/12/2018 of the Minister of Finance. Financial Officers Training School would organize to develop training programs, propagate and disseminate laws for civil servants and officials of the Ministry in training programs in 2019. The academy of Finance and training schools belonging to the Ministry should update the content of the law into the curriculum from the academic year of 2019. The press and communication agencies under the Ministry should carry out the writing and posting of propaganda and dissemination of the implementation of law.
