At the Government's regular press conference on March 1, 2017, before the question on the enterprise present luxury gifts to the local aagencies, the Minister-Chairman of the Government Office and Government’s Spokesman Mai Tien Dung said the gift receipt of agency using the State budget was clearly defined in the Prime Minister’s Decision No.64/2007/QD-TTg on regulation for giving, receipt and hand-over of gifts by State budget-funded agencies, organizations and units and cadres, and civil servants and public officers.

The Government’s Spokesman also said that the Prime Minister directed and assigned the Ministry of Finance to chair and collaborate with the Government Inspectorate of Vietnam and the Ministry of Justice to clearly inspect.

"This was the responsible and timely direction of the Government’s head after the press reflected. After having results of the agencies, the Government will transparently and clearly inform to the public in the next Government’s meeting ", the Minister Mai Tien Dung affirmed.

Answering about this issue, the Deputy Minister of Finance Vu Thi Mai said, in Article 33 of the Government’s Decree 29/2014/ND-CP regulating on competence and procedures for establishment of the State ownership over property and for management and handling of property over which State ownership is established, which clearly stipulated on the State property management and use criteria, norms and regimes, the property-receiving agencies will make a plan to handle the property to submit to the competent authorities.

Based on the State property management and use criteria, norms and regimes “If the transferred property is suitable, it shall be delivered to receiving agencies for use. If the transferred property is not suitable, the agencies shall reject it, incase of non rejection, the property shall be handled under the provisions” said by the Deputy Minister of Finance Vu Thi Mai.

The Deputy Minister of Finance also pointed out the property in this case was the car, it must be based on the Prime Minister’s Decision No. 32/2015/QD-TTg on criteria, norms and regimes of the management and use for car at State agencies, public non-business units and single-member limited liability companies with 100% charter capital held by the State, which clearly regulated the norm of car for positions in ministries and sector as well as in localities and stipulated the norm for public car.

Therefore, the representatives of the Ministry of Finance confirmed that the Ministry will chair and coordinate with the Government Inspectorate of Vietnam and the Ministry of Justice to consider and specifically report on this issue.
